Legislators to convene with much-changed fiscal outlook

State lawmakers will convene Jan. 13 under a fiscal outlook much different than the one they campaigned on last year as months of declining oil prices jeopardize at least the state's short-term revenue forecasts. Oil prices are hovering at nearly half what they were just six months ago. The plunge is casting doubt on legislative leaders' ability to fulfill their promises to eliminate the modified gross receipts tax on business income, which is outgoing Gov. Rick Perry's signature tax policy. They also will likely be unable to do much to alleviate the state's overreliance on local property taxes to support public schools and basic services.

Open Government, media forces brace for legislative onslaught

TAB is already monitoring legislation filed in advance of the 84th Texas Legislature that could potentially affect the public's right to know how government operates. TAB will be joined in the fight to preserve newsrooms' rights by the Texas Press Association and the Freedom of Information Foundation of Texas. Roughly 1,000 bills and resolutions will be prefiled before the Legislature convenes next week on Jan. 13. Of those, TAB is tracking more than 70, which could have an impact on newsrooms' ability to cover their local communities. If recent trends continue, lawmakers will file more than 6,000 bills and resolutions by the time the 60-day regular filing period ends on March 13.
