STELA, Performance Tax gain further scrutiny in DC

Two major policy concerns for TV and radio broadcasters continue to command Congressional attention even as Washington, D.C., slowly marches toward another five-week August vacation. Recently, the House Judiciary Committee echoed its counterpart in the Senate chamber by approving a straightforward reauthorization of STELA absent any changes to the retransmission consent system, DMA structure, Pay-TV basic tier lineups or JSA ownership attributions.

Abbott, Davis hit impasse on Rio Grande Valley debate

Representatives from both major party gubernatorial campaigns reached an impasse on the format of a fall debate in the Rio Grande Valley, Monitor Editor Carlos Sanchez said. Democrat Wendy Davis' campaign would like the Friday night event to be in front of an audience, while Republican Greg Abbott wants the event to be broadcast without a live gathering, Sanchez said. The two sides were not able to reach an agreement during a roughly two-hour meeting recently in McAllen.

    FCC adopts new obligations to caption online video clips of TV programs

    The FCC voted to extend its rule about captioning TV video repurposed to the Internet so as to cover not only full television programs, but also clips of those programs. While the rules already require TV programming that is captioned when broadcast to be captioned when retransmitted in full over the Internet, the new rules, to be phased in, require clips of TV programs that were broadcast with captions also be captioned when repurposed for online use.

    FCC fines Houston cable system $2.25 million for retransmitting TV stations without consent

    The FCC issued an order imposing a $2.25 million fine on a set of companies that operated a system that retransmitted TV signals to households in large housing units in the Houston area. The system had paid retransmission consent fees to the TV stations, then stopped doing so, claiming that it was changing so as to operate as a Master Antenna Television System. MATV systems are exempt from paying retransmission consent fees under certain defined circumstances.

    It's alive! Aereo lurches back to life, sort of

So we really didn't expect that the Supreme Court's decision would be the last word in the Aereo case, did we? And right we were.     FCC applies point system to resolve conflicts between mutually exclusive LPFM applications

    More LPFMs are on the way, and broadcasters have 30 days to file any objections to the coming new stations. In an order released by the FCC, the FCC applied its "point system" to select the winning applicant in groups of mutually exclusive applications filed in the recent LPFM window in Western states. Future selectees in other parts of the country will come in later public notices. This notice starts the clock on several dates — including a 30 day petition to deny period where full-power stations can raise issues of interference and other issues against applicants, and applicants can raise issues against each other.

    Campaign to push the FM chip rolls out

    A new website, www.freeradioonmyphone.org, is a collaboration between NextRadio, NPR, American Public Media and the Educational Media Foundation. The idea is to get public radio listeners to contact their wireless carriers to let them know they want their phones' FM chips activated, "as a matter of public safety and consumer fairness for data plans."

    Gannett closes on London Broadcasting acquisition

    Gannett has completed its acquisition of six Texas-based London Broadcasting stations for $215 million. The stations are KCEN-TV Waco-Temple-Bryan, KYTX-TV Tyler-Longview, KIII-TV Corpus Christi, KBMT-TV and subchannel KJAC-TV in Beaumont-Port Arthur, KXVA-TV Abilene-Sweetwater and KIDY-TV San Angelo.

    Radio host resolves legal dispute with AM station

    The legal dispute between Houston radio host Michael Harris and his on-again-off-again boss, KCOH 1230 AM president Jesse Dunn, has been resolved. Harris County judges recently signed orders ending the fraud lawsuit Harris filed against Dunn and the station in October.

    The Lone Star EMMY Educational Foundation proudly offers the National Academy Television Arts and Sciences, Lone Star Chapter Student Scholarship for college students pursuing a career in the television industry. Lone Star EMMY Educational Foundation will award a scholarship of up to $10,000 to qualified student chosen by the scholarship committee. The Foundation will annually review the amount of the scholarships.
