Retransmission consent, Performance Tax resurface along with Congress
-Media shield bill clears Senate committee

With Congress resurfacing in Washington, D.C., after a five-week vacation, so are two seemingly perennial issues concerning broadcasters: retransmission consent and a Performance Tax. The two House committees with jurisdiction over retransmission consent held hearings recently following a summer filled with news headlines about disputes between broadcasters and pay-TV groups that resulted in blackouts of popular broadcast programming in several markets across the country. Reminder: Annual FCC regulatory fees due by midnight Sept. 20

FCC annual regulatory fees must be received by the commission no later than 11:59 EDT on Sept. 20. The FCC publishes industry specific guidance in Who Owes Fees & What Is My FY 2013 Fee, which can be found on the commission website. The FCC's automated filing and payment system is now available for filing and payment of FY 2013 regulatory fees. (TAB Members Only)

FCC sets Sept. 30 webinar on post-incentive auction repacking

Bill to protect journalists clears Senate panel

Journalists and bloggers who report news to the public will be protected from being forced to testify about their work under a media shield bill passed by a Senate committee recently. But the new legal protections will not extend to the controversial online website Wikileaks and others whose principal work involves disclosing "primary-source documents … without authorization."

OET releases the latest version of TVStudy … again

The Office of Engineering and Technology has announced Version 1.2.8 of TVStudy. With the new version, we should all be able to “apply mechanical beam tilt only to stations having real antenna elevation patterns — either licensee-supplied elevation patterns in CDBS or user-entered patterns." According to OET, Version 1.2.8 also "adds logic to choose the higher of the radio horizon or maximum values for effective radiated power for low-power stations (including Class A)."

Marlene Trevino becomes the Market President for Clear Channel San Antonio, effective immediately.
