The event highlights Texas broadcasters' legislative agenda and major public policy issues facing the Legislature. The event features a no-speech luncheon where lawmakers are seated with local broadcasters so you can talk without interruption. These discussions help strengthen working relationships and can be key to identifying community issues that stations and lawmakers can jointly address.

FCC declines to allow experimentation with noncommercial underwriting rules

The FCC issued an order declining to allow experimentation with the noncommercial underwriting rules that was requested by the licensee of noncommercial radio stations in the Phoenix area. The licensee had asked the FCC for permission to conduct a three-year experiment by relaxing the underwriting rules in certain ways to determine the effect such a relaxation would have on its ability to raise revenue, and the impact on the listening and support that the station currently enjoys.

Big news! The Commission has taken the unusual step of proposing a rule revision requested by broadcasters and of potential benefit to broadcasters, both TV and radio. The on-air contest rule is up for a long-overdue overhaul. And while there may be plenty to criticize in the FCC's less-than-prompt attention, let's not focus on that just now. Texas FM hit with $1,500 fine for failure to timely file license renewal application
The FCC has fined B&H Broadcasting, licensee of KZRB-FM New Boston, $1,500 for failing to timely file its 2013 radio license renewal application. Texas radio station license renewals were due April 1, 2013.

$35,000 FCC fine for TV station that tapes telephone call for news broadcast without prior permission

In a Consent Decree released Nov. 28, the FCC agreed to accept a payment of a $35,000 penalty from a former television licensee for recording two telephone conversations for inclusion in a newscast, where the station called an outside party and recorded those conversations for inclusion in the newscast — before getting permission to do the recording.

December regulatory dates for broadcasters

While we are in the holiday season, the regulatory obligations faced by broadcasters don't stop. December brings a continuation of the TV renewal cycle, though we are nearing the end of that cycle. Renewal applications for all TV, Class A and LPTV stations in the following states are due Dec. 1: Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont. These stations need to file their first two post-filing license renewal announcements on Dec. 1 and 16.
