Pay-TV operators push new bills to tilt playing field in their favor

Legislation that would upend the retransmission consent process and make other drastic changes to federal TV carriage laws was laid out last week by Rep. Steve Scalise, R-La., at the urging of Time Warner Cable, DISH, DirecTV and other pay-TV distributors. The measure came on the heels of a bill introduced by Rep. Anna Eshoo, D-Calif., which would allow the FCC to force a local broadcast station to allow a pay-TV distributor to continue carrying the station's programming during a retransmission consent impasse. Records withheld by taxpayer funded, privately run Texas charter schools

On a recently approved Texas charter school application, blacked-out paragraphs appear on almost 100 of its 393 pages. Redactions on the publicly available online version of the application often extend for pages at a time. They include sections on the school's plan to support students' academic success, its extracurricular activities and the "extent to which any private entity, including any management company" will be involved in the school’s operation. The "shaded material," according to footnotes, is confidential proprietary or financial information.

TAB schedules Texas TV station license renewal webinar for Jan. 15

Attorney Gregg Skall of TAB Associate member law firm Womble Carlyle Sandridge & Rice will bring stations up to speed on this time-consuming and mandatory FCC requirement for Texas TV stations. Texas TV license renewals are due April, but the renewal process actually begins on Feb. 1 with pre-filing station announcements.

In the mid-'80s, when I first started selling broadcast advertising, my average order for local direct hovered at somewhere between $1,500 and $2,500 per month. Why? Here's what I came up with — my "evidence":
  • Because that was the range that I had determined was acceptable to Austin, Texas, business owners at that point in time.
  • Because that was the average monthly order sold by senior sellers at our stations.
  • Because that seemed like a lot of money to me at that time.

FCC trims ownership report filing period by a several hours — still due by Dec. 20

Hey, all you procrastinating commercial broadcasters. You know who you are. Listen up. Even though the FCC gave you — and everybody else — an extra 18 days — to Dec. 20 — to file your biennial ownership reports, that deadline now has been slightly modified. While ordinarily your reports could have been filed up to 11:59 p.m., we're losing five hours this time around. The Commission has announced that Ownership Reports must be filed before 7 p.m. EST, Dec. 20.

FCC processing of LPFM applications continues: FM broadcasters beware of potential interference Issues

The LPFM applications are in — and counted — and the FCC actively is processing them. A recent public notice from the FCC about the processing of these applications puts FM broadcasters on notice that they should be checking what was filed in their market areas to make sure that there are no interference issues for their full-power stations or existing translators. TV ad spending takes post-Olympic slide

Advertising spending on television dropped 6.2 percent in the third quarter compared to a year ago, when NBC broadcast a record-setting Olympics from London, according to the latest figures from Kantar Media. Spending on broadcast network TV was down 17.9 percent in the quarter. Spot TV was down 15 percent from a year ago, when election spending benefited local stations. Cable was up 5.1 percent, Spanish-language TV gained 9.9 percent and syndication was off 0.5 percent.

Texas TV stations take note: FCC detective work leads to renewal fines

If there had been any doubt that the Video Division of the FCC's Media Bureau would check a television station's online public inspection file to confirm the truthfulness of certifications made by the licensee in a pending license renewal application, that doubt has been eliminated.

NAB will accept entries for the 2014 NAB Crystal Radio Awards honoring outstanding community service beginning Jan. 1. Established in 1987, the Crystal Radio Awards bring national recognition to radio stations for their year-round commitment to serving their communities. To enter, a station must submit their online entry describing their community service efforts for the 2013 calendar year. Fifty Crystal Radio Awards finalists and 10 winners are chosen by judges with broadcast and community service backgrounds. Dows, longtime KTRK-TV photographer for Marvin Zindler, passes after long illness

As of Dec. 9, reports on Facebook appeared that KTRK-TV photographer Bob Dows had passed away. Dows was an incredibly nice and generous man to work with. Dows was most notably the photographer putting Marvin Zindler on TV every night along with producer Lori Reingold in the Action 13 unit.
