$474 Million Fund Will Support Oxford University Spinouts
TechCrunch
A new multimillion-dollar U.K. fund has been set up to support high tech startups looking to spin out of the University of Oxford. The fund is being raised by Oxford Sciences Innovation (OSI), a newly formed company that is working in partnership with Oxford University and its commercialization arm, Isis Innovation. The two entities will work to establish new IP-driven businesses based on research conducted at Oxford University — providing investment capital and as well as advice to budding startups, they said.

Forest City Enterprises to Break Ground on $65.6 Million Hub for
Johns Hopkins Research

Baltimore Business Journal
Forest City Enterprises and its partners on Friday will break ground on a $65.6 million, 165,000-square-foot building that will be a hub for Johns Hopkins University's efforts to commercialize research. Construction is expected to be completed in August 2016.

New Shortcut to Solar Cells: Discovery Employs Electrodes as Catalysts to Make Black Silicon

Rice University scientists have found a way to simplify the manufacture of solar cells by using the top electrode as the catalyst that turns plain silicon into valuable black silicon. The Rice lab of chemist Andrew Barron disclosed the research in the American Chemical Society journal ACS Applied Materials and Interfaces.

Congress Continues Work on Patent Legislation

On May 7, the Senate Judiciary Committee held a hearing on S. 1137, the PATENT Act. This legislation is moving in a better direction, although the higher education community is continuing to work on further improvements. At the hearing, several senators on both sides of the aisle questioned parts of the legislation. Higher education has also not endorsed the legislation, although we have recognized that there have been changes proposed to address some of the more troublesome issues, including fee-shifting and joinder. It is expected that a markup on the PATENT Act could come as soon as May 21.

The House of Representatives was on recess last week, but returns this week with H.R. 9, the Innovation Act, potentially being marked up the week of May 18. The higher education community continues to oppose H.R. 9.

The House Energy and Commerce Committee did mark up H.R. 2045, the TROL Act, before they left town for recess. That legislation empowers the Federal Trade Commission to go after senders of false or vague demand letter — a general approach that universities support. In passing the legislation, the committee said that further negotiations on some aspects of the legislation could be expected.
