Ever since President Aquino announced his administration's PPP thrust during the first State of the Nation Address, a lot of thinking has gone into creating an infrastructure fund for the Philippines. The premise behind creating such a fund is that the domestic financial market is failing to provide the right sort of financing that infrastructure projects need, i.e., long-term (think 25 years), fixed-rate and peso-denominated. Awards went to: design of the Brightwater Treatment Plant in King County, Wash.; growth in the company's Threat Reduction Practice; WaterMatch, a grassroots goodwill initiative; partnership in CLIMsystems; development of new technology tools to support the U.S. Department of Energy's Solar American Communities program; and development of concepts for sustainable technology parks such as Colorado's Niobrara Energy Park and Nevada's Star Peak Energy Center.

Black & Veatch has appointed Cindy Wallis-Lage as president of the firm's global water business. In this position she will lead the company's efforts to address billions of dollars in infrastructure needs around the world.

Steve Gates has joined Brown and Caldwell as senior vice president, design-build services, working in the company's Boston office. Formerly with SAIC, Mr. Gates will help BC expand its presence in the alternative project delivery market.

Monmouth County, N.J., is soliciting proposals for the design, construction and long-term operation and maintenance of a 150,000-gpd landfill leachate pretreatment facility and related improvements at the Monmouth County Reclamation Center located in Tinton Falls, N.J. $100 million project for right of way, utilities and design-build for eight-mile roadway of the Page Avenue extension in St. Charles County, Mo.
