DBIA in the News: Which States Are Most Likely to Approve Design-Build Legislation This Year?
Undergoing consideration in state legislatures across America right now are at least 20 bills that in some way would promote the design-build method of construction project delivery. Among the more important proposals of that bunch, which ones have the best chance of being passed into law this year? In which states will approval of such legislation have the most difficult road? And, where will measures of this sort be introduced next? In an interview with ConstructionPro Week (CPW), Richard Thomas, the Design-Build Institute of America's director of state and local legislative affairs, answered these questions and several others.
Hearing: Overview of Public-Private Partnerships for Highway and Transit Project, U.S. House of Representatives
The hearing states, "This is the second event, and first hearing, of the Panel on Public-Private Partnerships, or 'P3s.' We are investigating how P3s can accelerate the delivery of projects across all modes of infrastructure. Today's hearing will focus on how P3s can accelerate the delivery of highway and transit projects. Our roads and transit systems play a critical role in the movement of goods and people."
House Votes to Limit Environmental Review
The House approved the latest Republican plan to jumpstart job creation — a bill that would set hard deadlines on environmental reviews that can delay construction projects for years. Members passed the Responsibly and Professionally Invigorating Development Act, or the RAPID Act, in a 229-179 vote. Like so many other deregulatory bills, several Democrats spoke against it but 12 ended up voting for the bill with Republicans.
Wisconsin DOT Preps to Bid Out $200 Million-Plus Zoo Interchange Contract

The back-and-forth was akin to two brothers arguing how to install a kitchen cabinet, except in this case it was 60 highway contractors and state engineers discussing the best way to rebuild the Zoo Interchange. The Wisconsin Department of Transportation on Feb. 26 hosted a contractor meeting in its Waukesha office to get feedback on the plans and schedule for a massive upcoming interchange contract.
Skanska Develops Medical Building in Connecticut for $149 Million

Skanska USA has landed a big contract with a big price tag. The development and construction company is building a new 645,800-square-foot medical specialty building on the Stamford Hospital campus in Stamford, Conn., at a cost of $149 million.
With the implementation of the Affordable Care Act, change is undeniably afoot in healthcare real estate, and it appears to be positive change.
Salt Lake City's Airport Light Rail Extension Wins Grand Award for Best Construction Project of 2013, 19 Other Projects Win Alliant Build America Awards

Stacy and Witbeck/Kiewit Western Win Associated General Contractors of America's Alliant Build America Grand Award, Best New Highway and Transportation Project, Merit Award in Marvin M. Black Partnering Excellence Category and AGC Charities' AGC in the Community Award. Salt Lake City's Airport Light Rail extension was the most significant construction project of 2013, the Associated General Contractors of America announced. As a result, the project's contractors, Stacy and Witbeck and Kiewit Western, was the Alliant Build America Grand Award winner, while 19 other firms received awards in various categories. The project also earned a merit award in the Marvin M. Black Partnering Excellence category and was recognized as an AGC in the Community Award winner.

TRIDEC Chooses URS for Nuclear Power Study
URS Corp. has been picked by the Tri-City Development Council to study the possible benefits of building a small modular nuclear reactor system on leased land at Hanford, Wash. TRIDEC was awarded a state Department of Commerce grant of $500,000 for the study and related expenses, after Sen. Sharon Brown made a successful budget request last year. The study is expected to be completed in about five months.
Naval Hospital Joint Venture Wins Two AGC Alliant Build America Awards

The Naval Hospital at Marine Corps Base Camp Pendleton received two Alliant Build America awards from the Associated General Contractors of America, including Best New Building Project and the Marvin M. Black Excellence in Partnering award. A joint venture of Clark Construction Group - California, LP, and McCarthy Building Companies, Inc., delivered the design-build project six months ahead of schedule and more than $100 million below the Navy's original budget. HDR Architecture and HKS, Inc., led the design team.

DOT's Foxx Calls for Long-Term Transportation Bill
Transportation Secretary Anthony Foxx is taking an ambitious approach to the next surface-transportation bill, due later this year, saying that “a one- or two-year Band-Aid won’t cut it this time.” In a Feb. 20 speech kicking off a day-long U.S. Chamber of Commerce transportation conference in Washington, Foxx said, “The United States faces a massive infrastructure deficit.”
Obama Pitches Plan to Fix Crumbling U.S. Roads, Bridges
President Barack Obama announced a four-year, $302 billion plan to repair the country's crumbling roads and bridges, but the proposal, which relies on tax reform for funding, is not expected to gain traction on Capitol Hill.
