New water treatment plant

Earlier this month, the Glencorse Water Treatment Works near Edinburgh, Scotland, began operations. Designed and constructed by Black & Veatch, the facility provides reliable, safe drinking water for 450,000 people. The Glencorse Works opened on schedule and under budget and is designed to have minimal environmental impact.

Groundbreaking in Wilsonville, Ore.

On March 19, CH2M HILL and the Wilsonville City Council in Wilsonville, Ore., hosted a groundbreaking ceremony to mark the start of construction on an upgrade to the city's wastewater plant. The $42 million upgrade is a design-build-operate project that will increase the plant's current capability, provide for future expansion and replace or upgrade most of the original 1970s portions. Completion is scheduled for 2014 and CH2M HILL will operate the plant through the construction phase and for the following 20 years.

A recent article in the Sublette (Wyoming) Examiner discusses the selection of an architect to design a new Sublette Center, a senior living facility. A county commissioner had suggested using design-build for the contract, asking if they hired the architect and the design wasn't suitable, would they have to hire another architect to do the design from scratch. However, a consultant hired by the county was of the opinion that with the scope and specifications defined, using design-build would waste time and effort. "He said that having the design completed is imperative to see what the costs might be."

That, however, is not how design-build works. New York state has reversed decades of adherence to design-bid-build and chosen design-build specifically to get much-needed infrastructure projects designed, built and in operation faster and more efficiently. While DBIA generally advocates the use of performance specifications (in which the project owner sets the desired results and budget limits and the design-builder produces a design to meet those criteria), design-build can usually produce a finished project that will meet, if not exceed, the owner's requirements. Monmouth County, N.J., is soliciting proposals for the design, construction and long-term operation and maintenance of a 150,000-gpd landfill leachate pretreatment facility and related improvements at the Monmouth County Reclamation Center located in Tinton Falls, N.J. $100 million project for right of way, utilities and design-build for eight-mile roadway of the Page Avenue extension in St. Charles County.
