Industry Groups Petition for Change Order Reform on Federal Projects
Building Design+Construction
Nine associations representing construction contractors, subcontractors, and design professionals petitioned the Office of Federal Procurement Policy (OFPP) to alter how the office handles change orders. The groups want the Federal Acquisition Regulation (FAR) amended to "make explicit" that before ordering a change to a construction contract, the contracting officer must assure that funds are available to pay for additional work being ordered.

LEGISLATION AND ADVOCACY

White House Unveils $478 Billion Highway Bill
The Hill
The Obama administration is sending a six year, $478 billion highway bill to Congress with lawmakers struggling to beat a May 31 deadline to renew federal infrastructure spending. The measure is an update of the Grow America Act, a transportation bill the Obama administration previously sent to Congress. Lawmakers, though, largely ignored that proposal, instead opting for a temporary extension of highway spending that is set to expire in the spring.

Commentary: The Dividend on Infrastructure Investment
The Hill
Trying to avoid the large number of potholes that appear at this time of year is a constant reminder of the importance of sound infrastructure. The sad fact of the matter is that in spite of the role of infrastructure spending in making our communities livable and our economy competitive, net investment in infrastructure in recent years has been close to zero. One out of every nine bridges in the U.S. is deficient. A third of our roads are rated poor or mediocre.

Popular Science
Are you familiar with what a 'light table' is? No trick question here, it is simply a backlit surface, commonly used to overlay drawings. Now imagine you have architects, engineers and builders all huddled around one. They are standing there with a stack of drawings trying to find 'clashes', aka places where objects are intersecting and shouldn't be.

Technology Transforming Design, Construction
Kisap Peninsula Business Journal
Charles Keating writes, "I have a fair number of clients in the construction industry, and I tend to stay on top of developments in this sector. Some are general contractors, others work in specific areas such as architecture and design, providing the underground work, plumbing, heating and cooling, you name it. Working with them is a constant buzz of changes. More recent technologies are combining with others around a long time and together are transforming the industry. The future looks awesome."

How to Keep from Blowing Construction Bids
ForConstructionPros.com
Blowing a bid has got to be about the most frustrating error a contractor can make. Frankly there is no decent excuse for majorly blowing a bid. Your estimating must be solid. If your estimator blows a bid that means he succumbed to one or more highly avoidable mistakes including overlooking scope, not analyzing historical job cost data and failing to account for all the costs of the project.
