Industry Groups Petition for Change Order Reform on Federal Projects
Nine associations representing construction contractors, subcontractors, and design professionals petitioned the Office of Federal Procurement Policy (OFPP) to alter how the office handles change orders. The groups want the Federal Acquisition Regulation (FAR) amended to "make explicit" that before ordering a change to a construction contract, the contracting officer must assure that funds are available to pay for additional work being ordered.
White House Unveils $478 Billion Highway Bill
The Obama administration is sending a six year, $478 billion highway bill to Congress with lawmakers struggling to beat a May 31 deadline to renew federal infrastructure spending. The measure is an update of the Grow America Act, a transportation bill the Obama administration previously sent to Congress. Lawmakers, though, largely ignored that proposal, instead opting for a temporary extension of highway spending that is set to expire in the spring.
Commentary: The Dividend on Infrastructure Investment
Trying to avoid the large number of potholes that appear at this time of year is a constant reminder of the importance of sound infrastructure. The sad fact of the matter is that in spite of the role of infrastructure spending in making our communities livable and our economy competitive, net investment in infrastructure in recent years has been close to zero. One out of every nine bridges in the U.S. is deficient. A third of our roads are rated poor or mediocre.

Rawlings: Highway Officials Cleared Dallas Trinity Parkway
The Dallas Morning News
Dallas Mayor Mike Rawlings says the Federal Highway Administration has cleared Trinity Parkway, a “road we want to build.” Rawlings, one of the project's chief champions, said he’s glad to obtain the first of two federal clearances required before construction can begin. Of course, there are some other matters to clear up before any shovels hit dirt.
USDOT Awards $194 Million Infrastructure Loan for Part of Orlando's Wekiva Parkway
A project that will help complete a beltway around metro Orlando’s northwest side is getting $194 million loan through the Transportation Infrastructure Finance and Innovation Act (TIFIA), the U.S. Department of Transportation announced.

How to Keep from Blowing Construction Bids
Blowing a bid has got to be about the most frustrating error a contractor can make. Frankly there is no decent excuse for majorly blowing a bid. Your estimating must be solid. If your estimator blows a bid that means he succumbed to one or more highly avoidable mistakes including overlooking scope, not analyzing historical job cost data and failing to account for all the costs of the project.
Skanska's New CEO Reflects on Development and Construction's Future

The future looks bright for development and construction, especially in the infrastructure, health care and education sectors, says Skanska USA’s new president and CEO, Rich Cavallaro. A New York City native, Cavallaro took over as CEO on Jan. 1, replacing Mike McNally, who retired after 16 years with Skanska.
