The Trump administration has approved a plan to speed up federal environmental reviews for "major" infrastructure projects, with the goal of reaching decisions within two years.
President Trump’s $1.5 trillion infrastructure proposal has three base assumptions — that Congress will raise an additional $200 billion in revenues; that state governments have the available resources to fund 80 percent of federal projects; and that private enterprise will be attracted to invest in public infrastructure.
Louisiana's struggling efforts to build several major flood control and levee projects will get a huge shot in the arm with the expected delivery of $1.213 billion in federal Community Development Block Grant money within the next few months, Gov. John Bel Edwards and U.S. Rep. Garret Graves, R-Baton Rouge, announced Thursday (April 5).

Five months after wrapping up a $1 billion-plus 2017 construction season, the Minnesota Department of Transportation on Wednesday released plans for a similar scope of work that will play out this season.

The International Code Council is a member-focused association. It is dedicated to developing model codes and standards used in the design, build and compliance process to construct safe, sustainable, affordable and resilient structures. Most U.S. communities and many global markets choose the International Codes.
Over the last several years, the federal government has promoted public-private partnerships (“P3s”) as one way to address the dire need for American infrastructure investment. States agree. For example, last year in Arkansas, the Public Facilities and Infrastructure Act – P3 enabling legislation – was enacted to increase infrastructure development in the Natural State. The engineering and construction industries also agree on this infrastructure investment need.
The collaboration made possible with the design-build method has allowed Turner Construction and Lendlease, the joint venture partners building the $1.2 billion Jacob K. Javits Convention Center expansion, to make major project changes and realize savings to the budget and schedule, according to Engineering News-Record.
Roads & Bridges
The rapidly deteriorating condition of Illinois roads, bridges, and transit systems is producing increased congestion and vehicle maintenance costs, and the annual cost of needed repairs currently stands at $4.6 billion per year, according to a new study released today by the Illinois Economic Policy Institute.

The Ohio Department of Transportation will spend $2.35 billion on nearly 1,000 road and bridge projects this construction season. “Roads and bridges don’t get better over time,” ODOT Director Jerry Wray said Tuesday in a prepared statement. “That’s why 90 cents of every dollar we’re investing this year is to take care of what we have.”

Two more companies have climbed aboard the Extreme Model Railroad and Contemporary Architecture Museum.
EMRCA Inc., announced Sunday that Skanska USA and the Gilbane Building Company have signed on to build the proposed 83,000-square-foot museum near Western Gateway Heritage State Park.
Local officials met Wednesday to break ground on a new maintenance facility for Sound Transit rail cars in the Spring District of Bellevue, which will come online in 2020. ... The Hensel Phelps company secured the bid to construct the facility. A representative said it will take an estimated 620,000 worker-hours to complete and would directly create 1,800 jobs.

A University of Waterloo professor argues that statistics concluding the construction industry has recorded low production output gains over the decades are unfair. That moniker fails to note seminal periods in the industry’s evolution. Take the shift from cable-actuated to hydraulic road-building equipment that saw production increases of “several hundred times” in the 1950s, said Carl Hass, the interim chair of the department of civil and environmental engineering at the University of Waterloo.
Though each construction contract is different, every agreement will include provisions that dictate payment and project timing — both of which could be adversely affected by a labor shortage. When reviewing contracts, companies should address these issues up front to avoid potential liabilities down the road for all parties.
“If the delivery method is design-bid-build, and there’s some kind of failure, the owner will be looking at the contractors and subcontractors and [separately] at the designer,” said Judah Lifschitz, principal and co-president at Shapiro Lifschitz & Schram, a Washington, D.C.-based law firm. “If [the contract is] design-build … it’s the owner against the team, and that team will be suing each other.”
