Kentucky Enacts a New Project Delivery Method
On the last day of the legislative session, Kentucky amended the KRS 45A.030 and enacted a new "Construction manager-general contractor" project delivery method that was signed into law by Governor Steve Beshear. The Commonwealth of Kentucky can solicit proposals and then select a proposer to enter into a single contract for preconstruction and construction services.
Washington State Considering Gas Tax Hike
Washington State is considering increasing the amount of money drivers in their state will have to pay at the pump to help pay for transportation projects, The Spokane Spokesman-Review newspaper reports. Washington lawmakers have proposed to increase the state’s gas tax by 11.7 cents, according to the report. Lawmakers in Congress are currently facing a May 31 deadline for the expiration of federal transportation funding, and they are struggling to come up with a way to pay for an extension of the measure.

State agencies and local governments will be able to partner with the private sector to finance and construct public buildings under legislation that cleared the General Assembly recently. On the final night of this year's legislative session, the state Senate voted 40-7 to agree to changes the House of Representatives had made to the bill earlier in the day.
Washington State Senators Propose $3.9 Billion Construction Budget, Topping House's $3.8 Billion Plan

A bipartisan group of state senators rolled out a construction budget recently that calls for $3.9 billion in capital spending over the next two years. The proposal is more than $100 million larger than the capital budget bill passed by the House last week. Both plans call for spending tens of millions of dollars on new mental-health facilities and hundreds of millions of dollars on education-related projects, as well as a range of other infrastructure construction.

Big Data Boosts Safety in Brazil
Brazilian crane and rigging contractor Makro Engenharia is one of many firms in construction using telematics to improve its productivity, but the company also is using the big data to boost the safety of its workforce and project operations with surprising results. As the company began implementing telematics more than two years ago, it found that thousands of safety violations were occurring per month on its projects.

With orange barrel season underway, ODOT has embarked on something even bigger – a $429 million, 16-mile bypass that will wind through the sparsely populated Appalachian foothills of Scioto County.

Major Sewer Project Using European Technology in York, Maine
Practicing environmental stewardship — and saving money — the York Sewer District is utilizing European technology to replace aging pipes in York Beach without tearing up the ground. More than $1 million in combined work has begun on projects on Church Street and Shore Road, as both sewer and water districts lay lines and the town repaves the roads and replaces and adds sidewalks. The work will continue throughout April and May.
Branching Out in Library Construction
On March 6, the San Diego County Library broke ground for the new Alpine Library, to replace the current 1978 facility. The new 12,700 square foot, $9.4 million building, to be constructed next to Community Center Park at four times the size of its predecessor, was developed by the design-build team of C.W. Driver, Ferguson Pape Baldwin Architects, and Manuel Oncina Architects.

Five years ago, owner/developer Sutter Health put its planned Palo Alto Medical Foundation San Carlos Center on hold due to the economic downturn. Two years later, a Building Team led by Skanska USA Building got the green light, only to uncover contaminated materials in the brownfield soil. That put the $182 million project in danger of being shelved for a second time.
Hays, Kansas Approves First Owner-Representative Contract
Hays, Kansas, city commissioners unanimously approved a contract for the Owner Representative of the wastewater treatment plant project utilizing the design-build process. The contract with HDR, which has offices in Colorado and Missouri, will not exceed $1,708,412.

Call for Presentations – 2015 Federal Project Delivery Symposium
DBIA and SAME are accepting proposals for sessions to be presented at the 2015 Federal Project Delivery Symposium. Presentations should cover various aspects of the design and construction industry for the federal sector. Topics can range from the initial acquisition through construction to long-term operation. In-depth discussions of best practices and lessons learned as demonstrated in case studies, focusing on what made a project successful or, if instructive, unsuccessful are of interest. Examining projects from all stakeholders' perspectives – owner, designer, builder – is a plus. Presentations must be submitted online; the deadline is April 30.
