High-Speed Rail Construction Could Start Next Month Near Madera, Calif.

An elevated viaduct near Madera, Calif., will likely be one of the first major pieces of tangible construction for California's proposed high-speed rail line, with work starting as early as next month. Jim Laing, a project manager for Tutor Perini Corp., talked about the construction plan Monday afternoon at an industry forum for engineering students, professors and professionals at California State University, Fresno.

And it’s the kind of all-in gamble we’re famous for. It’s OK to be skeptical. Lots of smart people are. The United States has been touting high-speed rail for years. Texas even made a push in the early 1990s. Yet there’s still no bullet train in the country, at least nothing like what’s being proposed here.
Iron Ridge, Wis., to Get New Fire Station

Keller Planners, Architects and Builders, a design-build general contractor, will build a new fire station for Iron Ridge Fire Department in Wisconsin under the direction of Keller project manager Bob Poch and architect Jim Stojke. Groundbreaking for the $1.1 million project at 4000 Industrial Dr. is expected to take place this month. “We are building the new fire station to provide adequate space for our fire apparatus and to have additional training room for our volunteer firefighters,” said fire chief Jason Boeck.

Barstow, Calif., to Negotiate with Firm on Water Cleanup Project
Barstow, Calif., City Council recently authorized staff to negotiate a design-build contract with Kana Engineering Group for the Soapmine Road groundwater remediation project. Assistant City Manager Oliver Chi reported to council members that staff has been working to develop the framework needed to comply with the California Regional Water Quality Control Board - Lahontan Region Revised Cleanup and Abatement Order. The order mandates that by Nov. 10, the city begin operating a groundwater cleanup system in the Soapmine Road area that will be able to reduce Nitrate-N concentration levels to 6.5 mg/L or less.

House Committee on Small Business
Recently, House Small Business Chairman Sam Graves, R-Mo., and Subcommittee on Contracting and Workforce Chairman Richard Hanna, R-N.Y., testified before a House Armed Services Committee hearing on the FY 2015 National Defense Authorization Act to request that the Committee’s bipartisan small business contracting reform legislation be included in this year’s NDAA. Small Business Committee Member and Armed Services Committee Member Rep. Mike Coffman, R-Colo., also expressed support for the legislation during the hearing. The bills were approved by the Committee on March 5.
DOT Chief Launches Bus Tour to Push for Transport Funding
Transportation Secretary Anthony Foxx is launching a national bus tour to push lawmakers to approve a new round of road and transit funding. The bus tour comes as lawmakers face a Sept. 30 deadline to approve new transportation funding before the current legislation expires. Additionally, the Congressional Budget Office has projected that the transportation department's Highway Trust Fund will go bankrupt as early as August without congressional action.
Senators Set "Principles" to Prevent Highway Fund Bankruptcy
Senators on April 10 said they have agreed to “principles” that will guide work on a new transportation funding bill as they race to take action before the highway trust fund runs dry. The announcement fell short of a specific funding proposal that transportation advocates were hoping for, as a Sept. 30 deadline for reauthorizing the legislation looms. Still, the lawmakers hailed the agreement as a crucial first step.

DBIA is excited to announce that its 2014 Project/Team Awards have been revamped, with a greater emphasis on the team as well as the project to align with Design-Build Done Right best practices. DBIA has also added an Aviation category, expanding our national awards program to include 10 industry sectors that cover all infrastructure and building types. In addition, DBIA's top honor of Project of the Year will be joined by three Excellence Awards categories, honoring critical components of Design-Build Done Right in each of the following: Excellence in Design-Build Processes; Excellence in Design; and Excellence in Teaming Performance.

DBIA is accepting presentation proposals for the upcoming 2014 Federal Project Delivery Symposium and 2014 Design-Build Conference & Expo. DBIA encourages submissions covering the many aspects of the design and construction process, ranging from topics on acquisition strategies to post-award and operations.
The 2014 Federal Project Delivery Symposium will take place August 19-21, 2014, at the Omni Shoreham in Washington, D.C. The Symposium provides a platform for industry experts to highlight best practices in design-build project delivery in the federal sector and to discuss the merits of integrated delivery as a means to achieve exceptional project outcomes. Miami Beach Picks Denver Firm for First Part of $500 Million Convention Center Redo
Fentress Architects has been awarded a contract for Miami Beach's on-again, off-again convention center renovation. City Commissioners recently picked the Denver-based firm from a field of eight competitors vying for the $11 million contract. The vote was unanimous, except Commissioner Jonah Wolfson was absent.
Three Construction Companies Would Become Team that Builds New Red Wings Arena in Detroit

The new $450 million arena for the Detroit Red Wings will be built by a consortium of three construction companies that was submitted for approval by the city’s Downtown Development Authority. Newly formed Barton Malow-Hunt-White, organized as the project’s general contractor, was submitted today to the DDA by arena developer Olympia Development of Michigan, which issued a statement.
