DBIA Behind the Scenes: The Annual Design-Build Student Competition
In this series, staff at the national headquarters of the Design-Build Institute of America (DBIA) discuss the details of their efforts to define, teach and promote best practices in design-build. In this post, DBIA’s Director of Communications & Special Projects, Geoff Corey, interviewed Anieca Lord, DBIA’s Region Relations Manager who has been coordinating the Annual National Design-Build Student Competition for the past three years.
Sen. Rand Paul, R-Kentucky, Offers Highway-Funding Fix with Sen. Barbara Boxer, D-California
Kentucky Sen. Rand Paul, a Republican presidential candidate, is teaming up with California Democratic Sen. Barbara Boxer on legislation to tax up to $2 trillion in corporate revenue currently stored in foreign banks to pay for domestic infrastructure projects. The measure would offer companies a 6.5 percent tax rate on profits they return voluntarily to the U.S., known as repatriation, to boost federal transportation funding that is currently scheduled to expire in May.

How NDAA Design-Build Bidding Reform Helps Contractors
Did you know that bidders on federal design-build contracts spend, on average, roughly $260,000 just to participate in the procurement process? Concerned that the high price of admission is dissuading qualified contractors from bidding, legislators recently enacted several reforms intended to make the bidding process more efficient. Among them is Design-Build Bidding Reform Section 814, enacted on Dec. 19, 2014, as part of the National Defense Authorization Act for Fiscal Year 2015.

Iowa DOT Plans Record $700 Million in Road Construction
The Des Moines Register
Iowa motorists will soon see benefits of a 10-cent-per-gallon gasoline tax increase, although extra caution will be required while driving through a maze of highway work zones. The Iowa Department of Transportation says it plans to spend a record $700 million this year for construction on state and interstate highway projects.
New Construction on I-49 South to Begin Soon in Louisiana
With more than 100 miles already completed or under construction, the 160-mile I-49 South project continues to move forward with another key component ready to begin construction soon. Price proposals are set to open by the State next week for the $50-70 million design-build project that would involve constructing an interchange at U.S. 90 and La. 318 in Jeanerette, Louisiana.

Gray Construction Provides Office Anchor for Revived Theater District

Gray Construction was first drawn to Birmingham in 2002 after a series of manufacturing economic development projects were announced across the Southeast in the years prior. With Alabama landing a number of those economic development victories, the design, engineering and construction firm, which specializes in providing design-build services to manufacturing facilities, wanted to be in the heart of the Southeast - Birmingham.
Minnesota DOT: $162 Million Winona Bridge Project on Schedule
A major step in the new interstate bridge construction began last week when demolition crews went to work on the old AmericInn building along the Mississippi River. The Minnesota Department of Transportation started demolition April 6 on the 27 properties it has acquired in recent months to make room for the $131 million bridge, according to MnDOT project manager Terry Ward.

Leadership and Brunelleschi Award Nominations Open
DBIA is now accepting nominations for the 2015 Brunelleschi Lifetime Achievement Award and the Distinguished Design-Build Leadership Awards. The Brunelleschi Lifetime Achievement Award is the highest honor DBIA bestows, and is presented to an individual who has made significant contributions to the design and construction industry through outstanding leadership and the advancement of integrated design-build project delivery. Past winners include Craig Unger, DBIA; Michael C. Loulakis, Esq., DBIA; Dr. Robert Tener; and Walker Lee Evey.
The Distinguished Design-Build Leadership Awards are given to leaders who advocate for and promote the merits of Design-Build Done Right in six different categories: owner, industry professional, legislator, academic faculty, students and – for the first time this year – young professionals (age 35 or younger). In submitting nominations, specific attention should be focused on the nominee’s efforts and achievements in furthering the understanding and use of design-build as an effective and efficient delivery method, which will vary depending on the position they occupy within the industry.

One Week Left To Submit your Presentation for the 2015 Federal Project Delivery Symposium
DBIA and SAME are accepting proposals for sessions to be presented at the 2015 Federal Project Delivery Symposium. Presentations should cover various aspects of the design and construction industry for the federal sector. Topics can range from the initial acquisition through construction to long-term operation. In-depth discussions of best practices and lessons learned as demonstrated in case studies, focusing on what made a project successful or, if instructive, unsuccessful are of interest. Examining projects from all stakeholders' perspectives – owner, designer, builder – is a plus. Presentations must be submitted online; the deadline is April 30.
