Vancouver Resource Society's newly opened Yew House in Kerrisdale, British Columbia, Canada, is a flagship example of a kind of partnership that could open doors for developers and Vancouver's neediest citizens. Referred to by the Independent Contractors and Business Association as a "micro-P3" project, the procurement model used in the development encourages public-private partnerships on a much smaller scale than traditional P3 projects. In the hopes of getting traffic on the new State Route 520 bridge earlier, the Washington State Department of Transportation is offering flexibility and incentives to construction teams to get the job done quicker. The bridge is set to be replaced by December 2014, and WSDOT's incentives will push teams to have it traffic ready by the following July. More

Ottawa may speed up light rail transit construction plans

The City of Ottawa has published a staff report recommending the completion of a light rail system by the spring of 2018, a year earlier than originally scheduled. The report, Ottawa's Light Rail Transit Project Schedule Acceleration and Procurement Option Selection, was submitted by Nancy Schepers, deputy city manager for infrastructure services and community sustainability/services to the city's finance and economic development committee. Call to action: DBIA seeks support for Ohio HB 153

Members who reside or do business in Ohio or are urged to voice support for construction reform that would allow agencies to select design-build delivery. Pending legislation in the Ohio Statehouse would dramatically alter how public agencies contract for design and construction services in the state. If HB 153 becomes law it will constitute the first significant reform of Ohio construction laws in the past 132 years. More

Surface transport bill drafting in progress, Mica says

Congressional staff on the House Transportation and Infrastructure is making progress drafting legislative language of what could become the panel's six-year surface transportation bill, said Chairman John Mica, R-Fla. That sets up a schedule under which the committee could complete behind-the-scenes work later, and pass a bill around the end of May or in early June. More

John Mica, R-Fla., chairman of the House Transportation and Infrastructure Committee, expressed confidence recently that Congress will complete a bill that authorizes the Federal Aviation Administration's operations and programs for the next four years by May 29. Mica said that House and Senate staff members are meeting to sort out differences between the versions of FAA reauthorization that both houses passed previously. More

DOD Tri-Service Design-Build Total Ownership Cost (TOC) Template Industry Forum

The one day forum will be held June 2 at the Hyatt Dulles in Herndon, Va., and will include the full spectrum of design-build (DB) providers as well as key Tri-Service representatives involved in the development of the TOC Template. The goal of the forum is to explain the intended use of the TOC Template in DB best value source selections and to identify ways it can be improved to make it more effective and efficient in evaluating the life cycle cost of competing DB proposals. Attendance is geared to principals, project managers, and professionals working on DB projects (i.e. designers and construction managers). We welcome an open exchange, and are interested in having you participate and share your views. Attendance will be limited, so we are requesting that no more than two participants register from firms attending. 

Attendance will be by registration in advance, by close of business May 19. You will receive notification of registration via email.
