US highway head wants roadwork to be done faster

The head of the federal government's highway construction agency brought a message to state officials recently: build things faster. "We want to get smarter, faster and better," said Federal Highway Administrator Victor M. Mendez, who was in Rhode Island to meet with state and industry officials. The program he was urging is called "Every day counts." It's intended to address the public's biggest public complaint about highway projects - that they seem to drag on forever. Mendez said Congress raises the same issue with him. More
City of Phoenix and University of Arizona reach deal to build $135 million downtown cancer center

The Arizona Cancer Center has reached a preliminary agreement with Phoenix to build a downtown cancer center. The Phoenix City Council will be asked to approve $14 million to contribute toward the design and financing costs for the $135 million outpatient center. The planned six-story building would be at the northwest corner of Fillmore and Seventh. More
Senate Finance Committee weighs several options to pay for reauthorization

The Senate Finance Committee examined numerous proposals to increase federal revenue for transportation projects during a recent hearing, but no consensus appeared to come from the discussion among committee members. Committee Chairman Max Baucus, D-Mont., said in prepared remarks that the Highway Trust Fund faces significant challenges. He noted the fund relies on fuel taxes for 90 percent of its revenue, but high gas prices and fuel-efficient vehicles have reduced consumption and thus excise taxes collected per gallon. More
Design contract approved for Austell Senior Center in Georgia
After having two senior centers close recently due to the county's budget shortfall, seniors can rejoice as they get one step closer to having one more county senior center. The Cobb County Board of Commissioners in Georgia approved the $281,000 design/build contract to Choate Construction for the new Austell Senior Center at their recent regular meeting. More
Hensel Phelps, Jacobs complete Navy's first 'Gold' LEED energy efficient, eco-friendly building on Guam

One of the nation's top 50 design-build teams cut the ribbon on their first-ever project in Guam for the U.S. military recently, after working together for a quarter of a century across the country. The design-build team of Jacobs and Hensel Phelps Construction Co. completed the handover of Naval Base Guam's first LEED - Leadership in Energy and Environment Design - Gold building, an energy efficient, multi-story, 280-room Bachelor Enlisted Quarters that will house up to 420 sailors. The team worked to meet U.S. Green Building Council requirements, installing such features as a geo-exchange well, photovoltaic field and a solar hot water field. The 99,460 square-foot facility is valued at $56.1 million. More

DOD Tri-Service Design-Build Total Ownership Cost (TOC) Template Industry Forum
The one day forum will be held June 2 at the Hyatt Dulles in Herndon, Va., and will include the full spectrum of design-build providers as well as key Tri-Service representatives involved in the development of the TOC Template. The goal of the forum is to explain the intended use of the TOC Template in DB best value source selections and to identify ways it can be improved to make it more effective and efficient in evaluating the life cycle cost of competing DB proposals. Attendance is geared to principals, project managers, and professionals working on DB projects (i.e. designers and construction managers). We welcome an open exchange, and are interested in having you participate and share your views. Attendance will be limited, so we are requesting that no more than two participants register from firms attending.
Attendance will be by registration in advance, by close of business May 19.
