House DOD Bill Includes Design-Build, Individual Sureties Amendments

A House-passed Defense Dept. authorization bill has two provisions that would alter federal construction contracting policies. The bill, which the House cleared May 22, includes an amendment that aims to ensure design-build shortlists are short. It requires two-step procurement for federal DB contracts of $1 million or more. Groups including the Design-Build Institute of America and American Institute of Architects backed the provision. They say one-step DB leads to long shortlists, requiring teams to prepare costly proposals while facing long odds of winning the job.

H.R. 2750 Advances on Two Fronts

On May 21, we saw important advances on two fronts for H.R. 2750, the Design-Build Efficiency and Jobs Act. As we've written before, this bill would encourage Design-Build Done Right through better use of two-step design-build in federal contracts and limit the use of single-step or turnkey procedures

The Senate overwhelmingly has approved a major new water-resources measure that would authorize more than $12 billion in new Army Corps of Engineers civil works projects, launch a new federal loan program for Corps and Environmental Protection Agency projects and mandate faster Corps project reviews.

Cities of DC, Atlanta to Receive Major Innovative Wastewater Treatment Facilities

PC Construction, a company specializing in general contracting, construction management and design-build work, will provide its services to complete a $60-million filtrate treatment facility at the DC Water Blue Plains Advanced Wastewater Treatment Plant in Washington, D.C., as well as a $28-million water reclamation facility located in the city of Suwanee, Georgia.

Miami-Dade Awards Contentious Sewer-Repairs Contract
Miami Herald
Miami-Dade County commissioners awarded a heavily lobbied contract to a firm to oversee $1.6 billion in sewer pipe repairs. AECOM Technical Services was hired for the $91 million, five-year contract, with two five-year extension options, over competitor CH2M Hill. The unanimous commission vote marked the end to a nearly year-long saga to select the project and construction manager for the federally mandated upgrades to pipe and pump stations.

Sixth Street Landslide: Early Work Begins on Minnesota Stabilization Project
Crookston Times
A project to stabilize the landslide area near Highway 2 (West Sixth Street) in Crookston is slated to begin this summer, according to the Minnesota Department of Transportation. The project area is located between Groveland Avenue and Pine Street in the city of Crookston. Survey crews were on the site collecting data.

Fictional Hurricane Phil Tests Levee Officials Days Before 2014 Season Begins

Hurricane Phil, a fictional storm used by the Army Corps of Engineers and local and state levee officials on (May 19) to test their strategies for operating the New Orleans area hurricane levee system, was designed to create trouble. The scenario contains twists and turns only too familiar to long-time New Orleans area residents.

New York Medical Campus Building Boom Underway
The Buffalo News
Western New Yorkers are captivated by the development activity along Buffalo's waterfront, but more than three-quarters of a billion dollars in other construction work is underway 10 blocks up Main Street. Work on Ciminelli Real Estate Corp.'s new Conventus medical building on Main Street is nearly half-done and on schedule, with the two-level concrete underground parking ramp largely complete and most of the steel now erected for the seven-story structure taking shape above it.

Tronnes Surveys Uses LiDAR to Help Realize a Beautiful Building

Tronnes Surveys has practiced in Alberta, Canada, for more than 40 years. President Stephen Tronnes took over from his father, not without a little resistance; "I went into it kicking and screaming," he said, laughing. "And now I've been here 20 years." Before joining the family business, Tronnes majored in computer science and said he was "a tech guy, a bit of a programmer and a database designer, and I also took survey law."
