As a parent of two children and a former state representative, I have had to referee my share of disputes. Invariably, both sides thought they were right, and wanted me to help resolve it. In trying to reach a compromise, I always looked to see if there might be another option. It wasn’t possible in every case, but when it was, everyone came away happier than if they had gotten their original wish. That desire to find a better option is why other supporters and I sought to bring public-private partnerships (P3) to Kentucky.

The only snag in the LVCVA’s and Oversight Panel’s plans is determining the method of construction, which the panel discussed at its April meeting.
The LVCVA wants to use a construction-manager-at-risk project method, which would enable the LVCVA to appoint a construction manager that would be responsible for finishing the project by a specific deadline. Those types of contracts generally are more expensive than the more traditional design-build and design-bid-build methods, but they are more likely to to be completed by a set deadline — an important factor for the LVCVA, which wants the new exhibit hall ready for the 2021 CES.

The Indiana Department of Transportation has announced its preferred road-construction company and highway design partner to widen and modernize 14 miles of Interstate 65 between Seymour and Columbus. ... The Arizona Dept. of Transportation in December 2015 selected design-build-maintain entity Connect 202 Partners under the state’s first public-private-partnership agreement on a highway project. The joint venture brings together Fluor, Granite Construction and Ames Construction, plus maintenance contractor DBi Services. Lead designer Parsons Brinckerhoff is working with AZTEC Engineering, Stanley Consultants, Kleinfelder Group and AMEC. The P3 includes a 30-year maintenance contract.
Over-processing can be difficult to identify at times, but if you have ever observed a crew of five or six labors watching one guy do all the work, you’re getting close to an over-processing situation. Cutting to the chase…over-processing is just putting on more resources than are needed — and most often that leaves the contractor “taking it in the shorts.”
OK, then how can a contractor prevent the casualties of over-processing? Let’s look at a few techniques that can help you prevent over-processing casualties.
“Unquestionably there is a huge need for improved infrastructure in the U.S., and we have seen strong bi-partisan support for increasing investments in the sector,” says Magnus Ericsson, executive vice president with Skanska. “Skanska believes that P3s offer states and agencies a very flexible instrument that can be tailor-made to address the specific requirements and needs of the clients.”
In 2013, the Delaware Department of Transportation decided to explore the effectiveness of a novel rapid replacement approach for a two-lane bridge just north of the C&D canal that was nearing the end of its useful service life. They collaborated with researchers at the University of Delaware on design and construction of a new bridge, which continues to be monitored via a custom-designed instrumentation system. The old bridge was replaced with what is known as a geosynthetic reinforced soil integrated bridge system (GRS-IBS). Developed and promoted by engineers at the Federal Highway Administration, this system lends itself to rapid and cost-effective construction.
