Bill focuses on New Orleans projects
The Louisiana Senate advanced legislation recently that would extend the use of design-build on six projects in Orleans Parish. House Bill 559, sponsored by state Rep. Jared Brossett, D-New Orleans, returns to the Louisiana House for concurrence in Senate changes that specified the projects for which the design-build method could be used. Design-build is construction process that gives one contractor responsibility for all of the work on a project.
Texas governor signs bill key to $2 billion water plan
Texas Governor Rick Perry recently signed into law a bill creating a fund to finance water infrastructure projects in a state suffering from two years of widespread drought. The measure, which was overwhelmingly approved by the Legislature, sets up a system for Texas to provide loans for projects such as reservoirs, wells and conservation efforts. Lawmakers passed a separate proposal to draw $2 billion from the state's rainy-day fund to help finance the loans.
Bill would mandate contractors use subs identified in bids on federal projects

Rep. Carolyn Maloney, D-N.Y., filed a bill in May that would require prime contractors that bid on federal construction projects over $1 million to list each subcontractor they plan to use for $100,000 or more of work. After the contract award, if a prime contractor replaced a listed subcontractor without the permission of the contracting officer, the prime contractor would be subject to penalties.

Dem lawmaker calls for hearing on bridge safety
A Democratic member of the House Transportation and Infrastructure Committee is calling for Congress to hold a hearing on bridge safety after they return from recess next week. The request, from Rep. Janice Hahn, D-Calif., follows a pair of recent high-profile accidents involving bridge collapses.

Groundbreaking on Stillwater bridge in Minnesota-Wisconsin

Minnesota and Wisconsin transportation departments will broke ground on the new St. Croix River Bridge on Tuesday, May 29 at Lowell Park in Stillwater. Construction of the $629 million bridge began last year under the direction of Omaha, Neb.-based engineering firm HDR. The new four-lane bridge will replace the current Stillwater Lift Bridge and will connect Oak Park Heights, Minn., to St. Joseph, Wis.
DC Water awards Parsons massive tunnel design-build contract for Clean Rivers Project
DC Water awarded Parsons' Impregilo-Healy-Parsons joint venture a $254 million design-build contract to design and construct the second portion of the massive tunnel system that will bring relief from combined sewer overflows to the Anacostia River in Pasadena, Calif.
