Research Finds Continued Growth of Design-Build Throughout the U.S.
Design-Build Done Right
The Design-Build Institute of America has released new research findings indicating that for the first time more than half of projects above $10 million are being completed through design-build project delivery. The newly released study confirms that the use of design-build has remained steady since its growth spurt at the end of the last decade, and also that Oregon and the Military sector are leading with the most dollars being spent on design-build projects.

Advancing Design-Build in Cincinnati and Beyond
DBIA's Integration Quarterly
In 2006, the Metropolitan Sewer District of Greater Cincinnati (MSDGC) finalized their Consent Decree negotiations with the U.S. Environmental Protection Agency regarding mandated upgrades to the Cincinnati sewer infrastructure system. Ali Bahar, Principal Engineer for Planning and Design-Build for MSDGC, knew they needed to act efficiently and cost-effectively to successfully meet the Consent Decree requirements. He recognized they needed design-build to get the job done.

Boxer Supports Transport Funding Stopgap Bill
The Hill
Sen. Barbara Boxer, D-Calif., said that she supports a transportation funding stopgap being considered by the Senate that would cover infrastructure needs until after the midterm elections. Boxer has pushed for a more extensive six-year transportation bill that would spend about $265 billion on U.S. roads and transit systems, but she said the temporary proposal is better than allowing funding to run out completely this summer.

Design-Build Bill No Cost to Federal Government
Congressional Budget Office
H.R. 2750 would amend federal law to modify the federal government's procedures for awarding design and construction contracts for federal facilities. The legislation would require contracting officers to provide written justification if they decide to allow more than five finalists into the bidding process for federal construction projects. H.R. 2750 also would require agencies to use a two-phase selection process. In phase one, firms would provide basic information on their experience and past performance; agencies then would select a few firms and invite them to submit more detailed proposals for evaluation for any contract that has a value greater than $1.5 million.

White House Opposes Gas Tax Hike to Fix Transportation Funding
The Hill
The White House said that President Obama is against a bipartisan Senate proposal to shore up federal transportation funding by increasing the national gas tax. Obama has previously opposed suggestions from transportation advocates to up the gas tax, but a plan emerged in the Senate last week to implement a 12-cent hike over the next two years to prevent a bankruptcy in highway funding this summer.

Boxer to Issue "Mayday Warning" on Transportation Funding
The Hill
Sen. Barbara Boxer, D-Calif., is planning to declare that the Department of Transportation's Highway Trust Fund is "facing a mayday situation and urgent action is needed," her office said. The announcement comes a day after Senate Finance Committee Chairman Ron Wyden, D-Ore., said he was preparing to move forward with a three-month stopgap that would only extend transportation funding until after the midterm elections.

Corps Chief Calls for Private Investment in Water Infrastructure

The U.S. Army Corps of Engineers is beginning to explore the use of public-private partnerships to repair the nation's aging infrastructure. "The federal government can't do this on their own," said Lt. Gen. Thomas Bostick, the Army's Chief of Engineers and the Corps commanding general. "We have $1.5 billion to put into projects this year, and we'd need $23.5 billion to finish the projects we're working on at the pace they are being appropriated," he added. "There's only so much that can be done through process efficiencies."

The $162 million Phase 1 portion of the new San Diego County Women's Detention Facility in Santee will be completed on June 30, with the completion of the $60 million Phase 2 scheduled for Jan. 7, 2016. The design-build project features a nontraditional design that’s changing the way corrections facilities are built. Instead of having a more sterile environment typical of most corrections facilities, SDCWDF features a soothing environment designed to help reduce recidivism over time.

Crews Build Test Piling Near Madera to Advance High-Speed Rail Design

It's not actual construction, but the appearance of a large crane and workers assembling steel rebar marks a significant test as high-speed rail engineers design a major bridge near Madera, California. Workers for Tutor Perini/Zachry/Parsons, the contracting consortium hired to design and build the first 29-mile stretch between Madera and Fresno of a statewide bullet-train line, spent Tuesday wiring together a steel-frame tubular cage, about 10 feet in diameter.
