DBIA Milestone: The State Statute Report
DBIA
2009 was an important year for DBIA and design-build. The increase in the use of design-build was off the charts and DBIA was on track to pass 100 design-build bills that year, more than any other year in the organization's history. Congress had recently passed the "stimulus bill" and many states and local governments were expanding their current design-build laws in order to make their projects “shovel ready” to qualify for federal funding. In this deluge of changing procurement rules and regulations, owners and practitioners alike were often unsure of the "state of design-build" in their state or region. In 2009, there was no source for information regarding design-build laws. There was no legal software available or a website devoted to design-build laws, meaning owners and practitioners were forced to spend thousands of dollars to get a handle on each state’s design-build laws.

Public-private partnership could speed up I-64 improvements in Virginia

Improvements to Interstate 64 on the peninsula is included on a list of candidate transportation projects for public-private partnerships released by Gov. Bob McDonnell's office recently. By going the public-private route, the state could save a large sum of money while speeding up the project's timeline, said Jackie Cromwell, a project manager for the Office of Transportation Public-Private Partnerships.

Utah DOT using faster, cheaper technique in bridge building on I-84

The Utah Department of Transportation is using an innovative method in bridge building to replace an I-84 overpass bridge near Echo Junction. The geosynthetic reinforcement, soil-integrated bridge system uses tons of soil and will save taxpayers time and money. UDOT is the first in the country to use the reinforced soil technique at the abutment of an interstate bridge.

"Clark Construction is a local, family-owned Design-Build remodeling company," explains Ross Clark, the son of company founders Gary Clark and Ann Moseley. Clark Construction works hard to assure that their clients are cared for and happy. Ross Clark, who graduated from UConn in 2011 with a degree in business technology, has been involved in the company since he was a kid. Clark explains, "When I was young I would make copies of blueprints or help with odd jobs; though after college is when I really joined the team full time. I started as a laborer, learning as much as I could from everyone around me, and soon after became a project supervisor. My focus now is estimating and project engineering, although I really enjoy meeting and working with new clients when I can."

Design-build projects have become more prevalent as agencies seek to speed up projects and leverage resources. Good work zone planning, design and operations practices like those advocated by the Work Zone Safety and Mobility Rule are just as important to DB projects, but they may need to be applied somewhat differently to address the differences.

Commentary: Don't let green standards wither

Construction firms have a responsibility to customers and shareholders, but long-term success requires a longer view. At Skanska, the intersection of that responsibility and profitability is in green buildings, and that’s why we are members of the U.S. Green Building Council and proponents of Leadership in Energy and Environmental Design, the most recognized and widely used green building system in the world. To me, it is inconceivable that a few single-minded businesses are creating a false debate in Washington about LEED and attempting to slow down the green building boom.

Haskell delivers USCB projects - from coast to coast

Haskell has been awarded $12.5 million in U.S. Coast Guard design-build contracts. The first contract, Home-Porting National Security Cutters at U.S. Coast Guard Sector Charleston, S.C., involves the design and construction of a new larger diameter fendering system to accommodate the unique NSC hull configuration as well as concrete spall repair of a World War II–era pier. The project also includes a new storage building, renovation to an existing support building, a new equipment shelter, some demolition work and provisions for new electrical, telecommunications and compressed air shore-tie services.
