Navy planning to award 3 new contracts to build Guam Strike global intelligence hub and Army National Guard Facilities

After awarding three task orders in June to help prepare for an overall military expansion on Guam, the Navy aims to award three more this year for $39.1 million to help build the planned Guam Strike global intelligence hub and bolster facilities of the Army National Guard on the island. The contracts include the $12.2 million construction of the South Ramp utilities for Guam Strike, a planned global intelligence and reconnaissance hub based at Guam's Andersen Air Force Base, according to Naval Facilities Engineering Command documents. Lake Quinsig bridge in Shrewsbury-Worcester, Mass., debated

Area lawmakers are rebelling against state transportation officials' plan to build a lower-cost bridge over Lake Quinsigamond to replace the deteriorated Kenneth F. Burns Memorial Bridge linking Worcester with Shrewsbury, Mass. Instead of a conventional steel deck arch bridge that state officials maintain is the most cost-effective option at about $140 million, a coalition of Democratic and Republican legislators are pushing for a costlier "through arch" suspension-like span that they say would be an aesthetically fitting gateway to the city and its largest suburb. More

Texas expands design-build-authority

DBIA has dramatically expanded design-build and P3 authority in Texas with the passage of three bills in the Texas legislature in June Governor Rick Perry signed HB 628, SB 1048 and SB 1420 into law on June 17 which will take effect on Sept. 1 of this year. HB 628 authorizes state agencies, local government, counties, school districts and any other special district commission to use any procurement method, including design-build and construction management at risk. HB 628 allows contract awards based on "best value" and combines procurement rules for most public construction contracts. More



Special legislation proposed for Braintree High Athletic Complex in Massachusetts

The mayor's office is seeking approval from the Town Council and state legislature on a change in law aimed at streamlining the bidding process for the Capt. Petersen Pool and skating rink development at Braintree High School in Massachusetts. Special legislation that would allow a "design-build" approach to the project could save the town hundreds of thousands of dollars in upfront costs. If approved, the town could solicite bids in which the same company designs, constructs and operates the complex in a public-private partnership. More

Two transportation organizations are calling on bright minds to help them come up with better ways to build and improve highways. The Central Texas Regional Mobility Authority and the Texas Department of Transportation will launch a sustainability design competition July 1 for road improvements on the Oak Hill Expressway at Hwy. 290 W and Hwy. 71 and for the construction of the Manchaca Expressway. Construction on the Manchaca Expressway, a 3.6-mile, four-lane limited-access expressway connecting MoPac South to FM 1626 in southern Travis County could begin in 2015. More
