House Passes $10.9 Billion Highway Funding Bill
The Hill
The House on Tuesday passed an extension of funding for the Highway Trust Fund through May 2015. Passed 367-55, the measure prevents the Highway Trust Fund from going bankrupt in August. The Senate has not yet voted on a similar bill. The proposal would be offset with about $6.4 billion in revenue from pension smoothing, another $3.5 billion from customs user fees and a final $1 billion from an account set up to deal with leaking underground storage tanks.

We've seen this movie before, where Congress heads straight toward a transportation funding cliff it totally saw coming, so we know that lawmakers will find some awkward-and-unnecessarily-dramatic way to stop at the edge. That's great for all the jobs spared in the short term, but bad for the hope of learning any long-term lessons. Because the real danger is not this fiscal cliff, but the massive funding sinkhole coming to take car and cliff alike.

Cost of Building New Regina Sewage Treatment $43.5 Million Less Than Expected

The City of Regina now says it will cost $181 million to build a new sewage treatment plant – $43.5 million less than initially budgeted. Recently, the city announced it has entered into a 30-year public-private partnership with EPCOR Water Prairies Inc., which will design, build, finance, operate and maintain the facility.

Four months after URS Corp. agreed to an activist investor's demand for a reshaped board and new strategic options to boost its share price, the firm is set to be acquired by AECOM. The deal, worth about $6 billion in cash, stock and assumed debt, would keep URS intact.
