Industry protests increased use of single-step design-build by Army Corps

Engineering News-Record recently announced that the United States Army Corps of Engineers is changing its internal policy on one-step design-build procurement in response to concerns raised by the Design-Build Institute of America on behalf of industry. The new policy will emphasize a two-phase selection procedure, in which qualifications are used to shortlist potential respondents, remains the highly preferred method of the Corps for acquiring design-build services. The Institute consistently promotes qualifications as integral to selection of design-build teams and also cautions owners, like the Corps, that inviting more than three firms to provide proposals places an undue burden on both industry and procurement officials. DBIA maintains that when owners repeatedly engage in the burdensome one-step process the most experienced and well-qualified firms are unlikely to compete for the work. ENR underscored this fact, noting, "What is clear is that the added expense of single-step competitions — with some firms saying they've spent hundreds of thousands of dollars per year on proposal expenses alone — is keeping many contractors and designers from competing on single-step jobs altogether." More



DOT announces $17 billion expansion of transportation loan program

Transportation Secretary Ray LaHood said the Obama administration will make $17 billion available for loans to construct transportation projects. The loans are part of an expansion of the Transportation Infrastructure Finance and Innovation Act program in the recently approved $105 billion transportation bill, which included $1.7 billion for the TIFIA program over the next two years. $787 million in transit grants to add jobs, increase safety and reliability

The U.S. Department of Transportation announce a significant round of funding from the Federal Transit Administration that will achieve both of those important goals. The FTA's State of Good Repair and Bus Livability programs are providing a total of $787 million dollars to support 255 different projects in 48 states, the District of Columbia and Puerto Rico. For the third year in a row, FTA is providing funds to help transit agencies around the country build, repair and modernize their transit systems. More
