Craig Unger writes, "LPTA is a procurement process wherein an agency/owner selects the lowest bid provided the bidder meets minimum standards. In today’s budget-constrained environment, LPTA is becoming a more widely used technique for source selection by a few federal government agencies. While some industry leaders argue that LPTA can work to achieve cost savings if the project requirements and criteria are clearly defined in detail, critics assert LPTA stifles innovation, leads to change orders, cost overruns and other unknowns which virtually never provide best value."

The Design-Build Institute of America has recognized the Rochester Institute of Technology's Golisano Institute for Sustainability project and those involved with the project by giving it a national award of merit for an educational facility.

CH2M HILL Wins a DBIA National Merit Award for a Transportation Design-Build Project
CH2M Hill Companies
The Design-Build Institute of America (DBIA) recently announced the recipients of its 2014 Project/Team Awards, and CH2M HILL is pleased to share that one of its design-build projects, the Ohio Department of Transportation's I-71/I-670 Columbus Crossroads Interchange, received the National Award of Merit in the Transportation category. CH2M HILL also received two National Awards of Merit in the Water/Wastewater category for the Agua Nueva Water Reclamation Facility in Tucson, Arizona and the Wilsonville Wastewater Treatment Plant in Wilsonville, Oregon.

Call for Papers Due Tomorrow for 2015 Transportation and 2015 Water Conferences
DBIA
DBIA is seeking presentation proposal for the upcoming 2015 Design-Build in Transportation Conference and 2015 Design-Build for Water/Wastewater Conference that will take place March 9-13, 2015 in San Antonio, Texas. Presentation proposals much be completed online by tomorrow, Friday, Aug. 29. DBIA is seeking submissions on a variety of topics including but not limited to: P3s, design excellence, early engagement of the team and writing the RFQ/RFP.

GOP Senators Predict Highway Funding Will Change
The Hill
Sens. John Boozman, R-Arkansas and James Inhofe, R-Oklahoma predicted this week that lawmakers will find a new way to pay for U.S. transportation projects beyond the gas tax, according to the Fort Smith, Ark., Southwest Times Record. The federal gas tax, which is currently priced at 18.4 cents per gallon, has been the traditional source of revenue for transportation projects since the inception of the Interstate Highway System in the 1950s.

Aug. 23 marks the one-year anniversary of House Bill 857 ("HB 857") becoming law in North Carolina. Through the enactment of HB 857, the Tar Heel state opened its doors to what is commonly referred to across the country as "P3," which is shorthand for public-private partnerships. Twelve months is not enough time to determine the long-term impacts of this new legislation, but it does offer an opportunity to explore what the growing P3 buzz is all about.

Corps: Waterway Infrastructure Improvements Needed
The Associated Press via San Antonio Express-News
Higher-capacity ports, expanded locks and dams and other infrastructure improvements are needed in the Mississippi River Watershed to allow its waterways to handle shipping demands caused by higher agriculture, oil and natural gas production and manage climate change effects, a U.S. Army Corps of Engineers official said.

Preliminary Construction for California High-Speed Rail Begins

Preparatory work has begun on California’s high-speed rail network after years of legal fights and delays. But the project is facing the same skepticism and challenges as other big infrastructure ventures in the past. Soil tests have been run, buildings have been cleared and designs are being finalized with the help of federal funding.

Tomlinson Among Leaders in D.C. to Pitch High-Speed Rail Line

Mayor Teresa Tomlinson and State Rep. Calvin Smyre were part of a delegation that met with high-ranking federal officials on the subject of the proposed rail line between Columbus and Atlanta, Tomlinson said. Smyre is co-chairman of the Mayor’s Commission on Passenger Rail along with attorney Edward Hudson, who also traveled to Washington, D.C., with the Georgia delegation.

Swinerton Breaks Ground on Irvine Valley College Design-Build Classroom Building

On Aug. 12, Swinerton Builders broke ground on South Orange County Community College District's first design-build project. The $9.1 million, two-story A400 building is located at Irvine Valley College. Swinerton's experienced design-build team, which includes design architect DLR Group, expects construction to complete in 12 months, with occupancy by the college planned for fall semester 2015.
