Discretionary Protection – State Bonding Requirements in P3 Projects
Lexology
Public-private partnerships (“P3s”) have become an increasingly popular procurement method for public projects. P3s refer to the partnership between a public government agency—which can be federal, state, or local—and a private entity. The private entity’s role in the P3 agreement may involve the finance, design, construction, operation, ownership, or maintenance of facilities, infrastructure, or services for public use. Not only does a partnership with a private entity increase the amount of funding available for public projects, but it also often allows for faster completion at a lower cost.

Napa Earthquake Seen as "Reality Check" to Bay Area Road, Bridge and Water Operators
Contra Costa Times
Most of the California Bay Area roads, bridges, water systems, dams and levees fared well in Sunday's 6.0 earthquake near Napa, but the damage in the picturesque Wine Country town was a jolting reminder of the vulnerability of public services for 7 million people. A Big One – such as a 7.0 earthquake on the Hayward Fault that runs beneath heavily populated Oakland and Berkeley – would inflict more damage to key infrastructure, experts said.

Give Me Liberty, or Give Me Death?
by David Shelton, 3PQc, DBIA, NCARB
What if you could name the bid-price for your next project? What if you could be certain that the price you name satisfies all of your project needs? What if the project you purchased, at the price you named, exceeded all of your expectations? What if all this could be done within a marketplace ready to respond? What if you could do the same when it comes to project delivery and the acquisition of your next project? This is exactly what the City of Liberty, Missouri is doing for their new $65 million wastewater treatment facility and collection/conveyance system improvements.

How New York is Building its Behemoth New Bridge
Popular Mechanics
Twenty miles north of New York City, something loud and historic is happening. For the first time in a half-century New York is building a new bridge—a 3.1-mile, $3.9 billion span over the Hudson River. And, this being New York, it's gotta be big. Real big. If you count the 40-foot gap for a possible future commuter rail between the spans (and we do), this will be one of the widest bridges in the world. It will be an accomplishment and a centerpiece—and, best of all, it won't need major repairs for at least 100 years.
