With the use of design-build expanding across all sectors of the building industry, DBIA recognizes the need to define more clearly the concept of “design-build done right” and ensure that all participants in the design-build process understand those key elements that, if executed properly, significantly enhance the chances of superior project outcomes. DBIA has embarked on an effort to create an official inventory of those design-build techniques that reach the level of being considered "best practices." We are requesting industry comment on the Design-Build Done Right Best Practices report through Nov. 15 at BestPractices@dbia.org.

Twenty years ago, Preston Haskell, founder and chairman of The Haskell Company, invited industry professionals to Washington, D.C., to discuss the need for a new organization specifically dedicated to design-build. Haskell described the group as having "an almost missionary zeal about the merits of design-build delivery." Haskell could barely imagine at the time how the Design-Build Institute of America would grow over the next two decades to become the premier organization teaching and promoting design-build best practices.

The Walbridge/Brasfield & Gorrie Joint Venture was announced as a 2013 Merit Award winner in the national Design-Build Institute of America (DBIA) awards program. The joint venture was the design-builder for the two-story, 150,000 sq. ft. Main Exchange Replacement at the National Military Medical Center in Bethesda, Md.

Commissioned by the Midland County Fresh Water Supply District No. 1 and the city of Midland, Kan., to address water shortages resulting from a prolonged regional drought, the T-BAR well field project has received a Merit Award from the Design-Build Institute of America. Black & Veatch and Garney Construction, together with Overland Contracting Inc., a wholly owned subsidiary of Black & Veatch, provided design, procurement and construction services on the T-BAR well field project. Despite its complexity, the entire project was completed in less than one year.

Parsons joint venture executes contract for first section of California High-Speed Rail

Parsons announced recently that the Tutor Perini/Zachry/Parsons joint venture recently received an executed contract from the California High-Speed Rail Authority (Authority) to construct the first segment of the California high-speed rail system. The contract is valued at approximately $985 million, plus an additional $53 million in provisional sums.

Tappan Zee Bridge pile driving to begin this week
The Journal News
Add pile driving to the sounds of summer in Rockland, N.Y. Work will begin this week to build a 1,200-foot-long construction platform that will be used to erect the new Tappan Zee Bridge. Pile driving will take place between 7 a.m. and 7 p.m. on weekdays and from noon to 7 p.m. on the occasional Saturday, the state Thruway Authority said.

Port Columbus International Airport readying final phase of terminal rehab with Gilbane pact

The final phase of passenger terminal renovations at Port Columbus International Airport will begin this fall with Gilbane Building Co. identified as the likely construction manager. The Columbus Regional Airport Authority board will consider a construction-manager- at-risk contract with the company, which would cap the project to renovate Concourse B at $12.3 million.

Parsons' Sand Creek Byway project wins America's Transportation Award

New Oak Ridge National Lab R&D Facility for testing energy-efficient construction materials earns LEED Gold

McCarthy Building Companies, Inc. recently completed construction of the $14.3 million Maximum Building Energy Efficiency Research Laboratory at Oak Ridge National Laboratory in Oak Ridge, Tenn. ORNL is managed by UT-Battelle for the U.S. Department of Energy. Installation of research equipment is ongoing, and ORNL plans to dedicate the facility this summer. The one-of-a kind U.S. research and development facility has been certified LEED Gold through the United States Green Building Council.

Commentary: Privatizing state DOT civil engineering services

During the last 20 years or so, state transportation departments increasingly have outsourced civil engineering services to private firms. (And for at least that long, the debate has raged about whether private-sector or public-sector civil engineers receive better compensation, including pay, pensions, health care, and other benefits, but that's not the focus of this column.) The question arises then whether a state could save money, improve efficiency, and still safeguard public transportation assets by privatizing all DOT civil engineering activities?
