Accelerating U.S. Coast Guard Delivery
DBIA's Integration Quarterly
In 2009, the Department of Homeland Security launched an Indefinite Delivery, Indefinite Quantity (IDIQ) National Design-Build Multiple Award Construction Contract (MAAC) program to renovate, construct and historically restore facilities throughout the 50 United States, Puerto Rico, Guam and the U.S. Virgin Islands. Projects within the $500 million program have an estimated construction cost between $3 and $100 million and are being awarded over a seven-year period through the United States Coast Guard (USCG).

CH2M HILL Earns National Merit Awards for Water, Wastewater Design-Build Projects

The Design-Build Institute of America has announced the recipients of its 2014 Project/Team Awards, of which two design-build projects from CH2M HILL – including the Agua Nueva Water Reclamation Facility in Tucson, Arizona, and the City of Wilsonville's Wastewater Treatment Plant in Wilsonville, Oregon – received National Merit Awards in the Water/Wastewater category. The awards celebrate exemplary application of Design-Build Done Right project delivery for projects that achieved best value, while also meeting design and construction quality, cost and schedule goals.

Feds Relax Oversight on Highway, Bridge Projects
The Hill
States will have more leeway to build highways and bridges without oversight from Uncle Sam under new rules from the Obama administration. The Federal Highway Administration (FHWA) said it is loosening the restrictions on federal grants provided to states to help fund new transportation projects.

Proposed Federal Rules Would Create More Stringent Healthcare Facility Safety Rules

The Centers for Medicare & Medicaid Services, an agency of the U.S. Department of Health and Human Services, published proposed rules this spring that would amend the fire safety standards for hospitals, long-term care facilities, ambulatory surgery centers, hospice inpatient, and many other healthcare facilities that participate in Medicare and Medicaid programs.

Boehner: Expect Brief but Busy September
The Hill
Speaker John Boehner told his conference that the September legislative session will be "brief but busy," giving Republicans a chance to paint a "stark contrast" with Democrats before the November elections. "The House is going to spend September focused on American solutions to help get people back to work, lower costs at home, and restore opportunity for all Americans. That's our closing argument," the Ohio Republican said on a conference call with GOP lawmakers, according to a source on the line.

P3s refer to the partnership between a public government agency—which can be federal, state, or local—and a private entity. Carper Launching Bridge Tour to Push for Longer Highway Bill
The Hill
Sen. Tom Carper, D-Delaware, is planning to visit a trio of bridges in his state to make the case for Congress to approve a long-term transportation funding bill when lawmakers return to Washington in September. In one of their final acts in July before they left for their traditional August recess, lawmakers approved a temporary $10.8 billion transportation bill that was intended to carry infrastructure funding through next spring.

Officials: Legislation Should Help with Construction of Roadways

Legislation authorizing new public-private partnerships in West Virginia should help with the construction of both the Coalfields Expressway and the King Coal Highway, officials said. Senate Bill 190 was passed by lawmakers earlier this year. The new rules allow state government and the private sector to work together on projects such as the King Coal Highway and the Coalfields Expressway. And the first project to be constructed as part of the new agreement is a 3.3 mile section of the Coalfields Expressway near Mullens in Wyoming County.

Osceola, Florida's Advanced Manufacturing Research Center Seeks Design-Build Team
Orlando Business Journal
Osceola County, Florida plans to issue a request for qualifications in the next 30 days for a design/build team for the Florida Advanced Manufacturing Research Center. The contract represents a $50 million opportunity for a design/build team, and will provide work for 350-450 construction workers. Additionally, it means officials are moving forward with a project that could create 20,000 direct jobs in a decade.

Trimble Acquires Gehry Technologies

Trimble and Frank Gehry announced that they have entered into a strategic alliance to collaborate to transform the construction industry by further connecting the office to on-site construction technologies. As part of the alliance, Trimble has acquired Gehry Technologies, the software and consulting services business that has been instrumental in delivering Frank Gehry's visionary designs while keeping cost and schedule in line for his clients.

WSP to Acquire Parsons Brinckerhoff in $1.35 Billion Deal
Building Design+Construction
Giant design/engineering firm WSP Global said today it plans to acquire infrastructure professional services firm Parsons Brinckerhoff from PB's parent organization, Balfour Beatty plc. The deal, which has been approved by the boards of WSP and Balfour Beatty, has an enterprise value of $1.243 billion, plus another $110 million in cash retained by PB.
