Construction of a troubled VA hospital in Aurora took another step toward completion Friday when the U.S. Senate agreed to authorize an additional $625 million in spending for the facility.
The extra money is critical. The project already has cost about $1 billion, and the Department of Veterans Affairs needs congressional permission to spend $625 million to finish it. Although the measure cleared the Senate without opposition, it still requires House support.
Boehner indicated Sunday that he’d like to make life a little easier for his successor by clearing some of the trickier issues from the docket, relying on Democratic votes to overcome conservative opposition. At first glance, pushing through a big deal to extend highway funding could be the most plausible item on Boehner’s potential to-do list. As [Mitch] McConnell likes to put it, there’s no such thing as a Republican or Democratic road. Partly because of the bipartisan interest in infrastructure, there’s also reason to believe striking a major highway deal wouldn’t be as controversial with Boehner’s conservative critics as reauthorizing the Export-Import Bank or raising the debt limit.

The White House Office of Management and Budget, Council on Environmental Quality, Department of Transportation and Army Corps of Engineers said Tuesday that they are moving to boost the speed of permitting and environmental reviews for projects that are already on the books as they work to convince Congress to approve a new round of infrastructure spending.

Even as prolonged drought grips California, the state of water and wastewater infrastructure and how to finance capital improvements continue to top the list of concerns facing water professionals throughout North America, according to the American Water Works Association’s 2015 State of the Water Industry Report.
The National Council for Public-Private Partnerships (NCPPP) and the Performance Based Building Coalition (PBBC) are hosting the second annual P3s for Public Buildings Summit — the nation’s only educational event dedicated to developing and implementing P3s for buildings that are vital to the everyday functioning of states and municipalities. The summit will take place Oct. 22-23 at the Hyatt Regency Washington on Capitol Hill in Washington, D.C.
Each year, there are a handful of projects like Gehry’s El Peix sculpture that significantly advance the AEC industry or a particular building type. In the green building world, the Chesapeake Bay Foundation’s Philip Merrill Environmental Center in Annapolis, Md. (the first LEED Platinum building), and Oberlin (Ohio) College’s Adam Joseph Lewis Center for Environmental Studies, with its Living Machine wastewater treatment and reuse system, come to mind.

The Environmental Protection Agency projects it will cost $384 billion over 20 years just to maintain the nation’s existing drinking water infrastructure.
Replacing pipes, treatment plants, and other infrastructure, as well as expanding drinking water systems to handle population growth, could cost as much as $1 trillion.
Without that investment, industry groups warn of a future with more infrastructure failures that will disrupt service, transportation, and commerce.

Hillsborough County will host two meetings next week for small and minority businesses interested in working on county building projects, including one that could pump $30 million into the hands of subcontractors.
The first meeting, from 1:30 to 4 p.m. Tuesday, is for businesses interested in working on the University Area Community Library. The county will host a second meeting from 9:30 a.m. to noon Thursday so short-listed design-build teams can network with local subcontractors on the massive northwest Hillsborough water reclamation facility expansion.

Owners of large infrastructure projects naturally try to off-load as much of the risk of the project as possible, but that also can significantly add to the overall costs. As an alternative, owners should examine ways to lower their costs by accepting some level of reasonable risk and working with high-quality EPC contractors.
The project is unique for the fact Ayars and Ayars, the Lincoln firm that designed everything, is equally responsible for all aspects of construction. "It's a turnkey project," said Upper Big Blue NRD general manager John Turnbull. "Ayars and Ayars is a design-build company," he explained. “They have the designers" to complete building plans to the NRD's satisfaction and also the construction management staff to supervise all sub-contractors and see it through to move-in-ready status.

Also nominated within that category is AECOM for its Global Project Collaboration in a design-build-finance-operate project and Arup for its ProjectWise BIM Project Template in the United Kingdom, Middle East and Africa. Within the Innovation in Rail and Transit category, HDR was nominated for its Union Station to Oak Cliff Streetcar design-build project in Dallas, Texas. Also nominated is London Underground Ltd. for its Bond Street to Baker Street Tunnel Remediation Project in London and Track Access Services Limited for its Laser Positional Video Survey for Crossrail West Project also in London.

Naval Facilities Engineering Command Northwest has announced a $20 million architect-engineering contract has been awarded to Berger ABAM of Federal Way, Wash. This contract provides primarily for the preparation of design-build requests for proposal for the bidding on contracts for design-build or fully designed renovation or new facility and new construction contracts. Projects may include facility and utility infrastructure on or near a waterfront. Other projects may include aircraft runways and facilities commonly found on or near an airfield. Seismic upgrades to locations susceptible to earthquake damage, cranes and elevators, site development and storm and sanitary drainage.

It is typically the Department of National Defence (DND) project manager’s prerogative to choose the most appropriate project delivery method. DND management does however recommend Modified Design Build as the preferred project delivery method for the department. The decision is normally made before project approval (for design) but after the statement of requirements and the options analysis/business case are completed. Deciding factors such as industry interest, location, cost, level of complexity and security requirements are considered.
Today, many healthcare organizations and institutions want to implement finish standards in their spaces. The sheer mention of standards can make some nervous, but it really shouldn’t. When we discuss standards we should really start by talking about vision. Understanding desired spatial and emotional outcomes, developing a story that is tied to experience, and exploring brand within the three-dimensional environment are integral to the success of standard interpretation.
Campus planning is a complicated business. Although experts have developed methodologies to organize and set priorities, the focus typically falls on repairing the bricks and mortar, without consideration of current or future program priorities. So as campuses across the world bustle with back to school activity this fall, I offer these insights for improving campus planning.
There is a growing call for change in our education system. For the past 125 years, we have been operating under an industrial-era design that prepared students for the world of factories, assembly lines and organizational management. But the world has changed. Today, companies need a new kind of worker — one that is entrepreneurial, creative, and possessing critical thinking skills that allows them to function effectively in collaborative teams.
The U.S. Department of Energy has released a common definition for a zero energy building: “An energy-efficient building where, on a source energy basis, the actual annual delivered energy is less than or equal to the on-site renewable exported energy.”
The recently published A Common Definition for Zero Energy Buildings provides clarity across the industry, and provides important guidelines for measurement and implementation on building projects.
Based on the LEED model, the new standard may help lower insurance rates.
