McGraw Hill SmartReport: Managing Uncertainty and Expectations in Building Design and Construction
DBIA was one of the main sponsors of this new study, which focuses on industry-wide concerns. The intent of the study was to gain greater insight on what project teams can do to identify, anticipate and mitigate the conditions and factors that drive uncertainty, and how owners can adjust their expectations of project team performance to benefit the project. California Reforms Infrastructure Delivery with Sweeping Design-Build Authorization

SB 785, which was signed by California Governor Jerry Brown on Sept. 30, streamlines California design-build laws and provides clarity and increased opportunity for project owners and practitioners. SB 785 is the eighth bill passed in California in the past year expanding design-build authority.

Student teams from Milwaukee School of Engineering, University of Oklahoma and University of Washington will advance to the final round of DBIA's 2014 National Design-Build Student Competition taking place on Oct. 7 in Dallas, Texas.
U.S. Department of Transportation P3 Panel Calls for Central P3 Office

On Sept. 17, 2014, the Transportation and Infrastructure Committee’s Panel on Public-Private Partnerships, a special panel of the US House of Representatives, issued a report in which it made several findings and recommendations related to the use of public-private partnerships ("P3s") in the United States. Most significantly, the Panel recommended the creation of a central office to facilitate the use of P3s by federal and state governments by simplifying and standardizing P3 procurement practices and agreements. The Transportation and Infrastructure Committee will use the Panel's recommendations as a resource when considering future legislation.
Assemblyman Luis Alejo: Build Interlakes Pipeline
The largest and most important water storage infrastructure project for the Salinas Valley, California is the subject of my legislation, AB 155, which currently sits on Gov. Jerry Brown's desk awaiting a signature. With our state's extreme drought, this $25 million project is critical to furthering regional water storage, local agriculture, the environment and thousands of jobs in the Salinas Valley. The bill will essentially fast-track the project and saves millions of taxpayer dollars by utilizing an efficient process called "design-build" for the construction of an eight-mile underground pipeline between Lakes Nacimiento and San Antonio.
Major Step Forward for California Design-Build: SB 785 Signed Sept. 30, 2014
With the enactment of Senate Bill 785, the State of California has taken a major step forward in authorizing state and local agencies to use design-build. Although many California agencies have the ability to use design-build without the need for specific enabling legislation, other agencies require specific design-build legislation in order to be able to use design-build effectively, either because they are precluded by law from using a best value selection process for design-build or do not have the ability to bundle design and construction into a single contract.

It’s still unclear where all of the funding will come from to pay for a new Tappan Zee Bridge, but officials overseeing the project have touted an estimated $1.5 billion in savings thanks to the state’s design-build law. But with state lawmakers failing to renew design-build legislation earlier this year, the law is set to expire at the end of December—and state officials are worried that they will lose a valuable cost-saving tool for road and bridge projects across New York.
U.S. House Endorses Design-Build for the VA

The U.S. House of Representatives has passed important pro-design-build legislation. The bill, H.R. 3593, The VA Construction Assistance Act, directs the U.S. Department of Veterans Affairs (VA) to use design-build “when practicable,” among other provisions. The House passed the bill on September 16th on a voice vote, following a similar clear endorsement of the bill by the House Veterans Affairs Committee a week earlier.
More than 500 Bridges in Pennsylvania to be Replaced
More than 500 of Pennsylvania’s worst bridges will be replaced under an innovative program that uses a private consortium to finance, design and build the bridges and then maintain them for 25 years. The Pennsylvania Department of Transportation on Monday released the final list of 558 state bridges in the Rapid Bridge Replacement Public-Private Partnership, including 53 in Allegheny County.
Report: Infrastructure Investment Will Boost Jobs, Growth and Wages
Boosting long-term investment for the nation’s aging infrastructure will grow jobs, the economy and wages, a new study showed recently. Budget cuts over the past decade are hampering economic growth and manufacturers are urging Congress use the fresh data to campaign for more spending on everything from roads and bridges to ports, inland waterways and the electrical grid.
DOT Awards $3.59 Billion to Add Resilience after Sandy, Mitigate Climate Change Effects

Since Hurricane Sandy, we've made great progress rebuilding critical transit connections. But as we grapple with the impacts of climate change and the potential for stronger storms in the future, we want to make sure no one pays for these repairs twice. So today, DOT announced that 40 projects in areas affected by Sandy have been selected for $3.59 billion in grants to help public transportation systems become stronger and better able to withstand future storms.

Minneapolis/St. Paul International Airport Proposes Parking, Gate and Security Changes, Hotel

More gates, more parking ramps, better security lines and an on-site airport hotel are all on the drawing board for Minneapolis-St. Paul International Airport, an official said recently. At the MSP Airport Luncheon in Minneapolis, Jeff Hamiel, chief executive of the Metropolitan Airports Commission, previewed changes that are moving forward at MSP, although none is finalized. If approved by the board, many of these changes would occur in 2016.
Three Bid to Design, Build S.R. 56 Extension to U.S. 301 in Florida

Tampa, Florida-based Pepper Contracting is one of three Florida construction companies bidding to build the $60 million State Road 56 extension in southern Pasco County. The Florida Department of Transportation has allocated $33 million toward the construction of the 6.7-mile extension, which connects the highway to U.S. 301 just south of Zephyrhills. DOT spokeswoman Kris Carson said District 7 Secretary Paul Steinmann and the rest of the selection team will announce the winning bid Oct. 13.
Grunley, Shalom Baranes Tapped for Next Phase of DHS Consolidation

The General Services Administration has picked a team to build the next phase of the Department of Homeland Security's ambitious consolidation at St. Elizabeths, a $4.5 billion project in Southeast D.C. plagued by congressional funding issues but considered critical by some lawmakers for national security.
