The Design-Build Institute of America (DBIA), the only organization that defines, teaches, and promotes best practices in design-build, has announced Craig H. Unger, DBIA, as the 2014 recipient of the DBIA Brunelleschi Lifetime Achievement Award. Mr. Unger is the Principal and CEO of Unger Security Solutions, LLC, providing consulting services for acquisition management, project delivery and advisory services for the security and detention environment.

But It Hasn't Been Designed Yet!

LPTA is a procurement process wherein an agency/owner selects the lowest bid provided the bidder meets minimum standards. In today’s budget-constrained environment, LPTA is becoming a more widely used technique for source selection by a few federal government agencies. While some industry leaders argue that LPTA can work to achieve cost savings if the project requirements and criteria are clearly defined in detail, critics assert LPTA stifles innovation, leads to change orders, cost overruns and other unknowns which virtually never provide best value.

The Denver Union Station Transit Improvement Project has been bestowed with DBIA's highest honor, Project of the Year, with Agua Nueva, Golisano Institute for Sustainability, Henry M. Jackson Federal Building Modernization and the San Diego International Airport Terminal 2 and Airside Expansion projects being specially recognized for excellence in the critical areas of design, process and teaming.

Shuster, Womack Eye Many Highway Trust Fund Options

A redesigned Highway Trust Fund is one of the biggest challenges facing the Transportation and Infrastructure Committee and a variety of options are being reviewed to pay for it. Options include repatriation of offshore corporate taxes, a rising price index on the gas tax, and oil exploration and production off shore and on federal lands. But, states that pay a larger share of the projects could get put on the fast track to approval.

Caltrain Cleared to Advance Design-Build Plans for Electrification

Caltrain's electrification project may now proceed as a design-build project under new legislation recently signed by California Gov. Jerry Brown. California transit agencies' authority to issue design-build contracts expires at the end of this year, but Senate Bill 785 extended the authorization until 2024, according to a Caltrain press release. Extension of the design-build authority was necessary for Caltrain's electrification project to proceed as planned.

JE Dunn, Hoefer Wysocki Score $27.9 Million Whiteman AFB Project

JE Dunn Construction and Hoefer Wysocki Architecture have won a $27.9 million renovation project at Whiteman Air Force Base near Knob Noster, Missouri. The contract is part of the Kansas City-based general contractor and Leawood-based architecture firm's Multiple Award Task Order Contract (MATOC) work. Both entities formed a design-build team, JE Dunn/Hoefer Wysocki, that is designed to support the U.S. Air Force's Healthcare Facilities Modernization Program MATOC and could include as much as 5 years of work.

Jacobs to Manage Design Work for Thimble Shoal Channel Tunnel

Jacobs Engineering Group will provide design management services for a two-lane tunnel construction project between Virginia Beach and the Delmarva Peninsula under a contract with the Chesapeake Bay Bridge and Tunnel Commission. The company said Tuesday it will lead project development work for the future 23-mile tunnel and associated infrastructure, manage procurement activities and assist in the review of technical requirements for the design-build contract.

AECOM Technology Awarded Design, Build Contract from National Grid

AECOM Technology has been awarded a design-build contract from National Grid, in partnership with the New York City Department of Environmental Protection, to provide engineering, procurement and construction services for the Newtown Creek Renewable Natural Gas Project in New York City. The project will consist of injecting pipeline-quality gas into National Grid’s existing gas network through designing and constructing a purification system that converts biogas by-product from the Newtown Creek Wastewater Treatment Plant into renewable natural gas for residential and commercial use.

How to Go About Burying 16,000-Ton Tunnel Segments Under a River

Throughout the summer, six large barge-like vessels floated out of Baltimore's harbor. These weren't boats, they were giant concrete tubes, destined for a tunnel in Southern Virginia that will expand a busy subterranean highway that connects two parts of the state. Recently, those tunnel segments will start to be installed under the Elizabeth River and engineering firm Skanska has released detailed information about how exactly they are burying those 16,000-ton tunnel segments below a muddy riverbed.
