The Federal Highway Administration (FHWA) has awarded US$15.5m in Surface Transportation System Funding Alternatives (STSFA) grants to six states that are exploring new ways to fund highway and bridge projects. FHWA officials have said that alternatives to conventional financing are seen as imperative, due to the Highway Trust Fund’s (HTF) gradual inability to keep pace with increasing construction and repair costs across the USA. The STSFA grants fund projects to test the design, implementation and acceptance of user-based alternative revenue tools, such as ‘road pricing’ or road usage charging (RUC). FHWA officials selected seven proposals from six states: California, Colorado, Delaware, Missouri, Washington and Oregon.

Six Kentucky-based banks have joined forces to launch a $150 million infrastructure fund to support public-private partnership projects, in which state and local governments can partner with private companies to finance and build large projects that might otherwise not be possible.

Public-private partnerships (P3s) continue to attract favorable political and media attention, particularly as public entities search for solutions to the infrastructure crisis facing U.S. states and local governments. While P3s are certainly an attractive model for infrastructure projects, the temptation to view P3s as an infrastructure silver bullet is one that government leaders should resist. P3s are complicated from a legal, technical and financial perspective, and they must be implemented with care.
The Midwest is safe from hurricanes and drought-driven wildfires. But that does not mean the region and its roads and bridges are free from the threat of climate change, a new study warns. Higher temperatures and unusually heavy rain events in the Midwest spell trouble for transportation and infrastructure systems, according to a study released Tuesday by the Midwest Economic Policy Institute. The group is a division of the Illinois Economic Policy Institute, a nonpartisan think tank whose members include representatives from the construction industry and labor unions.

When Erlanger Health System began planning its $51 million expansion of its Gunbarrel Road hospital in East Brainerd, hospital officials decided to make the building project as much about improving hospitality as it was about being a bigger hospital. Bruce Komiske, who joined Erlanger three years ago as vice president of new hospital design and construction, was not happy with the original architectural design for Erlanger East and decided to use the team planning for the downtown Children's Hospital to design and build the Erlanger East expansion. Architects from HKS and construction manager McCarthy Building Cos., developed an alternative building design to highlight Chattanooga attractions and to offer a more inviting hotel-like feel to the medical complex.

State transportation departments and their design teams can reduce the level of congestion and better control traffic flow using one of a handful of interchange layouts. Interchanges use ramps and connectors to direct traffic from one freeway to another or to move traffic from the freeway onto local roads.
An automated algorithm based on the dynamic hydrological and hydraulic simulation modules in Storm Water Management Model (SWMM) was developed to aid the design of storm sewer networks, provided that a layout is given. Numerical performance of the proposed algorithm was compared with the existing design methods with two application cases. The automated computation process of the sewer network design was divided into two stages and solved iteratively, determining pipe diameter and pipe slope, respectively.

95 Express Lanes Fredericksburg Extension Design-Build Procurement
Transurban is currently in negotiations with the Virginia Department of Transportation (VDOT) to further extend the 95 Express Lanes for another ten miles – from the current southern terminus near Route 610 (Exit 143 – Garrisonville Road) in the north to the vicinity of Route 17 (Exit 133 – Warrenton Road) in the south. When completed, this extension will operate together with the future 395 Express Lanes as a single, fully-integrated 95 Express Lanes facility between the Potomac and Rappahannock Rivers.
