Loulakis as the 2013 recipient of the DBIA Brunelleschi Lifetime Achievement Award. Mr. Loulakis is the founder of Capital Project Strategies, LLC, a specialized consulting firm that provides strategic procurement, contracting and risk management advice to clients who develop and construct capital projects.

DBIA Student Chapter Wins Regional Competition for Second Consecutive Year
UMKC
The Design-Build Institute of America (DBIA) student chapter at UMKC recently won the regional DBIA Student Competition for the second year in a row. The team consisted of four UMKC students and two faculty advisors. As winners of the regional competition, the UMKC team was invited to the national convention held in Las Vegas from Sunday, Nov. 3 to Wednesday, Nov. 6. While only the top three teams compete at the convention, the remaining regional champions are still given a national rank, and UMKC’s team placed 9th overall.

Engineering Chicago-St. Louis HSR
RT&S
The Illinois High-Speed Rail (HSR) project between Chicago and St. Louis is progressing right on schedule and currently wrapping up construction for the 2013 season. While the full project will not be complete until 2017, a significant portion of the work will be in place to support speeds of up to 110 mph over about 75 percent of the route by the end of 2015. The project will shave about an hour off travel time between Chicago and St. Louis, with about half of this savings in place by the end of 2015.

Three Teams Vie to Design, Build new Capitol Campus Building in Olympia, Wash.
The Olympian
Three construction and architectural teams are in the running to design an office building that eventually could hold the Washington State Patrol and smaller state agencies along the north edge of the Capitol Campus in Olympia. The Legislature this year authorized $82 million in financing to allow an innovative design-build process to move forward. The project is a major redevelopment of an entire city block that borders Capitol Way, and it requires the demolition of a parking garage and two-story office structure that formerly housed a children’s museum.

Opus Group completes First New Office Building in Downtown Wichita, Kan., in 40 Years

The Opus Group wrapped construction on the new 36,000-square-foot statewide headquarters for the Kansas Leadership Center and conference center for the Kansas Health Foundation in Wichita, Kan. The first new office building in downtown Wichita in 40 years, the facility is designed as a flexible space, fulfilling multiple functions for the organization, including hosting conferences, group meetings, lectures and trainings.

Design-Build Method gets Defence Construction Canada Nod of Approval

From an owner's perspective, the design-build project delivery method is one of the best in terms of cost control and risk, said Daniel Benjamin of Defence Construction Canada (DCC). "From an owner’s perspective, design-build is often the best in terms of schedule, the best in terms of cost control and best in terms of legal liability of risk from an owner’s perspective," he explained.

Infrastructure Bank Approves $55 Million for Highway Projects Across South Carolina
Charleston Regional Business Journal
The S.C. Transportation Infrastructure Bank Board voted unanimously to approve project funding up to $550 million for construction and design work on the state’s highways system. Several of the improvement projects directly relate to the Port of Charleston’s infrastructure needs. The approved list includes initial engineering funding for the Interstate 20-Interstate 26 interchange project northwest of Columbia, commonly known as “Malfunction Junction.” This is the No. 1 project on the Interstate Improvement priority list.

LEED Green Building Projects Span 10.6 Billion Square Feet
Environmental Leader
About 60,000 LEED green building projects across the globe span 10.6 billion square feet, according to a U.S. Green Building Council (USGBC) report. LEED in Motion: Places and Policies says Canada leads the way in LEED projects outside the U.S. with 4,375 projects, followed by India with 1,586, China with 1,282, UAE with 816 and Brazil with 717 LEED-certified green building projects.
