President Obama has signed into law a bill that extends federal transportation funding through Dec. 4. Obama has railed against short-term transportation funding patches, but he signed the bill that was sent to him on Friday morning to prevent an interruption in the nation's road and transit funding ahead of the busy holiday travel season. "The House and Senate are making good progress in resolving differences between their respective multi-year surface transportation reauthorization proposals," House Transportation and Infrastructure Committee Chairman Rep. Bill Shuster (R-Pa.) said in a statement when the highway patch was introduced in the House Monday.
The U.S. Department of Transportation's Bureau of Transportation Statistics (BTS) has published its latest version of the annual State Transportation Statistics (STS) report, which provides data on categories including infrastructure, safety, freight transportation and vehicle-miles traveled for all 50 states and the District of Columbia.
Hospital and health-care construction is booming in the Colorado Springs area — about $1 billion in projects are planned during the next several years by UCHealth Memorial Hospital, Penrose-St. Francis Health Services, Children's Hospital Colorado and Adeptus Health Inc., the parent company of First Choice Emergency Rooms.
LAX will also use outside firms to build and operate a new centralized rental car center under a plan proposed by airport staff. It's all part of a $5 billion project to make it easier to fly in and out of LAX.
Some recent events, taken together, provide evidence that policy-makers in the United States are growing more comfortable with public-private partnerships as a vehicle for project delivery, in particular with respect to the nation's decaying infrastructure and bridging the resultant financing challenges.

Some of America's top policymakers, business leaders, international stakeholders, and academics gathered yesterday at the State Department to discuss the results of a new study into public-private partnerships. This collaborative structure between government and business has emerged as a powerful vehicle to address complex global challenges. The study, which was conducted by Johns Hopkins University School of Advanced International Studies (SAIS) and sponsored by the Lilly Foundation, contains important insights into how these partnerships can be designed and conducted for maximum impact.
Businesses that develop a solid plan before acting can double their chances of success. Similarly, planning in the early stages of a build project, although intuitively necessary, when done right can reap substantial rewards. When the design team considers a cellular raceway system for wire management during the initial planning stage it improves the likelihood of success and provides many meaningful benefits. By considering a cellular raceway system early, Design/Build Firms can realize the best return for their money. Quality solutions are those that will save them money, and deliver long-term value for their clients. Our raceway systems are designed to do just that for designers and their clients who plan ahead.

The competition held by Sharp Chula Vista Medical Center engaged the world's best contractors and designers to deliver the best value for patients, physicians, and the community of South County. Teams were required to submit their key personnel, schedule, cost components and technical solutions on key aspects of the project, as well as go through an extensive interview process for selection. "Our team is honored to have been chosen as the design-build team to deliver this world-class hospital to the South County region," stated Hensel Phelps' Project Executive Damian Buessing. Groundbreaking for the project is expected in late 2016, with the grand opening anticipated in the fall of 2019.

Lewis was brought in at the schematic design phase to work with the owner and design team. Early involvement of design-build and design-assist subcontractors allowed the team to use virtual design and construction for mechanical, electrical and plumbing systems prior to development of construction documents. The project was finished on time and under budget. The design team was Lund Opsahl (structural engineer), KPFF (civil engineer), Glumac (mechanical and electrical engineer), Site Workshop (landscape architect) and Candela (lighting).
It's the biggest roadwork project in Quebec's history, and on Friday Transport Quebec gave a tour of the $3.7-billion Turcot project to show the progress made since it began earlier this year.
Award for Infrastructure or Transportation Structures: Anaheim Regional Transportation Intermodal Center (ARTIC), Anaheim USA (by Thornton Tomasetti):
The ARTIC rail, bus, auto and bike hub boasts a steel structure of crisscrossing parallel arches. A take on old airship hangars and historic train stations, it is at once both visually and structurally impressive. The 250 x 184-ft (76 x 56-m) building houses a grand hall, ticketing and retail space…Award for Structural Heritage: Restoration of Victoria Theatre and Victoria Concert Hall, Singapore (by T.Y. Lin International): The restoration of this 150-year-old concert hall is said to have required "numerous structural interventions in order to bring it into the 21st Century." The judges noted that the work on Singapore's oldest performing arts venue, not only enhanced the building, but "was carried out with sensitivity and great care for the historical features."

Three construction-focused economists discussed the state of the US construction economy in a panel presentation/webinar presented by CMD iSqFt at Greenbuild on Thursday.
The innovation here is using modular road parts, something that engineers have been talking about for a long time. Unlike building construction, where prefab is becoming a key to sustainable development, we haven't seen a whole lot of real-world applications when it comes to modularity in transportation projects. Our own Kelsey Campbell-Dollaghan covered a proposed project for plastic roads that could snap together like Lego bricks, making them just as easy to replace.
Tucked into the defense authorization passed by Congress Monday are little-noticed amendments that should eliminate much of the fraud that has characterized individual surety bonds and expand the Small Business Administration's flexibility in backing bonds for small contractors.

The new roundabout successfully reduced the time spent waiting at the intersection when controlled by traffic signals during peak drive times, but the number of accidents increased dramatically.
Certain states frown on attempts by a professional to avoid personal liability. In New York, for example, each shareholder, employee or agent of a professional services corporation is statutorily personally and fully liable and accountable for any negligent or wrongful act or misconduct committed by him/her or by any person under his/her direct supervision and control while rendering professional services on behalf of such corporation (N.Y. BSC. LAW § 1505). Other states, such as Louisiana, however, allow design professionals to avoid individual liability by providing their professional services as a corporation. Nevertheless, language in the drawings and plans may still expose the practitioners to individual liability.
