U.S. housing starts continued to stagger in June, according to the latest joint report from the Census Bureau and the Department of Housing. They fell 5 percent month to month to stand at only 549,000 units, their lowest level this year. At their trough-point in the recession, they were 477,000 units annualized in April 2009.

President Barack Obama urged the Senate to complete work on a small-business jobs plan that has been a subject of partisan wrangling but could come up for a vote within the next few days. Obama said he hopes "we can now finish the job" and approve the plan, which includes a $30 billion small-business lending fund, a key part of his strategy to boost job growth as the country fights its way out of recession.

Usually by this time of year in the Washington area, we have had about 20 inches of precipitation. As of this writing, we are within a couple of inches of the average at Dulles International and
Baltimore-Washington International Marshall airports, but Reagan National is more than six inches below normal. We have seen worse than this, but precipitation this year has been fickle, in the form of winter rain and snow -- followed by significantly below-average rainfall in April, May and June.
