Legislative update — March 28

First adjournment approaching
Legislative first adjournment, the end of the regular session, will be marked at the end of this week. On April 4, the Legislature breaks until April 30, when it returns for the wrap-up/veto session. In the midst of that break, the Consensus Revenue Estimating Group will meet and determine the revenues policymakers will likely have to work with in finalizing their budget discussions.

Become a Health Home Partner — Meetings scheduled April 2-9
KanCare
KanCare providers are invited to attend a regional meeting regarding the upcoming Health Homes initiative April 2-9 in locations across the State. These meetings will give potential Health Home Partners and potential sub-contracting agencies an opportunity to learn more and prepare for Health Homes through information sharing.

These full-day meetings will be held:
April 2 — Hays (Fort Hays State University — Robbins Center)
April 3 — Dodge City (Dodge House Hotel & Convention Center)
April 4 — Wichita (WSU Hughes Metroplex)
April 7 — Chanute (Memorial Building – Alliance Room)
April 8 — Bonner Springs (George Meyn Community Center)
April 9 — Topeka (Ramada Inn)

KanCare quarterly report available
KanCare
KanCare quarterly reports contain information beneficial in tracking the success of Kansas' new Medicaid program. The last quarterly report for the quarter ending Dec. 31, 2013, was submitted to the Centers for Medicare and Medicaid Services (CMS) on Feb. 28. Inside: Enrollment Information, Outreach/Innovation, Operational Developments/Issues, Policy Updates, Financial/Budget Neutrality, Consumer Issues, Quality Assurance/Monitoring, Managed Care Reporting and Demonstration Evaluation. KanCare's first open enrollment period ended March 4, 2014. This first open enrollment period will be the largest of the year as it represents everyone who transitioned into KanCare at the beginning of the program in January 2013. Out of 331,387 people who were eligible to change health plans between December 2013 and March 4, 2014, more than 10,500 changed plans (10,538 to be exact). Open enrollment periods are now monthly as people who were approved for KanCare benefits after January 2013 reach their one year anniversary. The Kansas Department of Health and Environment mailed 188,599 Open Enrollment Packets to members at the end of November with instructions on how to change KanCare Health Plans if desired. If members were satisfied with the plan they were in, they were not required to do anything and would simply remain in the same plan.

Phase 1 ends — register and submit aggregate data; resources available to assist Phase 1 registration

As a final reminder, Phase 1 of Open Payments registration and data submission ends on March 31.

By the end of Phase 1, applicable manufacturers and applicable group purchasing organizations (GPOs) with 2013 payment or other transfer of value data, or ownership/investment interest data to report to Open Payments must complete:

1. Authorized official user registration in CMS' Enterprise Portal — the gateway to CMS' Enterprise Identity Management system (EIDM), and
2. Submission of corporate profile information and aggregate 2013 payment and investment interest data (after completing EIDM registration).
