Regulatory compliance resources: Registration now open for Chemical Security Summit

Registration is open for the 2011 Chemical Sector Security Summit, which will take place July 6-7 at the Baltimore Hilton. Space for the Summit is limited, and high interest is expected again this year. Highlights of the Summit will include the next stages of Chemical Facility Anti-Terrorism Standards implementation and the opportunity to interact with key officials from the Department of Homeland Security and other federal agencies. There is no registration fee for this event. More

Regulatory alert: Chemical distributor to pay $164,000 for Clean Air and Right-to-Know violations

Last week, Environmental Protection Agency Region 1 announced that Pharmco Products will pay $164,109 to settle claims that it violated federal Clean Air Act and Emergency Planning and Community Right-to-Know Act requirements. According to an EPA complaint filed in December, Pharmco failed to submit a risk management plan for its sporadic storage of pentane in violation of the Clean Air Act, and failed to alert emergency responders of the presence of more than two dozen chemicals and file Toxic Release Inventory reports for four chemicals. More

Legislative update: House committees pass bill to stop duplicative pesticide rule

The House Agriculture and Transportation and Infrastructure committees have both overwhelmingly approved H.R. 872, which would stop the implementation of a court order requiring pesticide applications in and around U.S. waters to be covered by National Pollutant Discharge Elimination System permits under the Clean Water Act. The court order gave the U.S. Environmental Protection Agency until April 9 to implement the new permitting process. More

Legislative update: Legislation introduced to require public disclosure of fracking chemicals

Sen. Robert Casey, D-Pa., and Rep. Diana DeGette, D-Colo., have introduced the "Fracturing Responsibility and Awareness of Chemicals Act of 2011." These bills, S. 587 and H.R. 1084, would amend the Safe Drinking Water Act to remove the hydraulic fracturing exemption. Hydraulic fracturing, known as "fracking," is used to extract natural gas from rock. The process has received increased attention over the past few years. S. 587 and H.R. 1084 would require oil and gas companies to disclose the chemicals that they use in the fracking process to state agencies. More

FTR's Trucking Conditions Index, as reported in the March 2011 Trucking Update, rose to 9.1 in January from a December reading of 7.1. Any reading above zero indicates a healthy trucking environment. FTR forecasts that continued economic growth combined with the impact of new safety regulations will produce sufficient freight to stress capacity sustaining an upward trend for the TCI until mid-2012.
