Regulatory update — Department of Energy advisory panel calls for increased fracking regulations

The Shale Gas Subcommittee of the Secretary of Energy Advisory Board has issued a preliminary report on hydraulic fracturing that calls for increased regulation of these activities. While the report recognizes the importance and increasing role of shale gas extracted by fracking, it recommends increased regulations to reduce environmental impacts. More

Legislative update — NLRB refuses to comply with House committee chairman's subpoena

The National Labor Relations Board is refusing to comply with a subpoena received last week from House Oversight and Government Reform committee chairman Darrell Issa, R-Calif. The subpoena asked for documentation from the NLRB and its acting general counsel Lafe Solomon regarding the agency’s recent action against the Boeing Company, including communications between NLRB and the International Association of Machinists. Global chemical production could increase at about 5 percent through 2013, but the growth gap between developed and emerging economies is expanding, and the slowing pace of recovery raises the specter of another downturn. Two key shipping associations are protesting a proposal that could extend a trucking safety regulatory agency's authority to their operations. NASSTRAC and the Health & Personal Care Logistics Conference warned the Federal Motor Carrier Safety Administration against regulatory "overreach." The groups said they strongly oppose any move by the FMCSA to seek authority from Congress to regulate shippers, receivers, brokers and freight forwarders. More

RailAmerica carload traffic falls 6.8 percent

Weaker coal traffic pushed rail carloadings down 6.8 percent in July at short line operator RailAmerica, compared to the same month a year ago. But RailAmerica said year-over-year traffic grew for five of its 12 major commodity groups, with chemicals traffic posting the largest gains. That third-ranked cargo by volume for the company increased 6.4 percent. Chemicals also comprise the largest cargo category for the hundreds of railroads tracked weekly by the RMI RailConnect index, and that cargo group is often a signal of early demand by factories for raw materials. EPA awards contracts to screen chemicals for human health impacts

The U.S. Environmental Protection Agency's ToxCast chemical screening program has awarded contracts to four U.S.-based companies to test as many as 10,000 chemicals for potential toxicity to people and the environment. The chemicals ToxCast is now screening are found in industrial and consumer products, food additives and drugs. ToxCast's goal is to reduce EPA's reliance on slow and expensive animal toxicity tests. More
