Regulatory update: PHMSA publishes hazardous materials clarifications rule

The Department of Transportation's Pipeline and Hazardous Materials Safety Administration has published in the Federal Register a final rule entitled "Hazardous Materials: Minor Editorial Corrections and Clarifications." This final rule corrects editorial errors, makes minor regulatory changes and clarifies certain provisions in the Hazardous Materials Regulations (HMR; 49 CFR Parts 171–180). More



Regulatory update: EPA to hold webinar on mandatory electronic CDR reporting

On Friday, Sept. 23 at 11 a.m. EDT, the U.S. Environmental Protection Agency will hold a webinar to demonstrate the new e-CDR Web tool. Under EPA's new Chemical Data Reporting final rule, regulated companies will be required to use the e-CDR tool to file reports electronically. EPA will not accept paper submissions. More

Regulatory update: EPA continues to focus on General Duty Clause enforcement in Danvers explosion settlement

The U.S. Environmental Protection Agency and the U.S. Department of Justice recently announced that the owners of the former CAI manufacturing facility in Danvers, Mass., where a fatal explosion occurred in 2006, will pay the federal government $1.3 million. CAI will also pay EPA $100,000 to settle allegations that the facility violated the General Duty Clause in Section 112(r) of the Clean Air Act. More

Legislative update: House passes bill restricting NLRB overreach

On Sept. 15, the U.S. House of Representatives passed H.R. 2587, the Protecting Jobs from Government Interference Act, by a vote of 238-186. Introduced in response to the National Labor Relations Board's aggressive actions against the Boeing Company, this bill helps protect employers and employees by restricting the NLRB from telling a private company where it can, or cannot, place jobs. More

Security update: DHS to host Sept. 27 active shooter webinar

On Tuesday, Sept. 27, from 2 – 3:30 p.m. EDT, the U.S. Department of Homeland Security Office of Infrastructure Protection will host a live, 90-minute Active Shooter Awareness Virtual Roundtable to increase awareness of and the ability to respond to active shooter situations. This online, interactive session of video, with commentary by subject matter experts, and questions and comments is designed to better prepare participants to deal with an active shooter situation and to recognize dangerous behavior before it turns deadly. More

Senators ask White House to release EPA's proposal to create new list of substances

The White House is under pressure from two democratic senators to release a list of chemicals the Environmental Protection Agency says could endanger human health or the environment. This so-called "chemicals of concern" list would include eight phthalates, polybrominated diphenyl ethers, and bisphenol A. The chemical industry has attempted to block release of EPA's proposed list over the past year. More

Chemical industry looks to fourth quarter for signs of lower demand

As downgrades to global and European GDP growth figures are released, the industry is looking to September and the final quarter for signs of lower demand impacting chemicals. Global GDP forecast figures released by the International Energy Agency were lowered slightly, predicting 3.9 percent GDP growth for this year, down from 4.2 percent. Yet, the chemical industry enjoyed a strong performance in the first half of this year and there have been few signs thus far of significant deterioration. More
