Legislative Update — NACD Applauds Committee Approval of STB Reform Legislation
NACD President Eric R. Byer issued this statement on the U.S. Senate Committee on Commerce, Science and Transportation's recent approval of S. 2777, the Surface Transportation Board (STB) Reauthorization Act of 2014, which provides simple improvements to the STB to make it a more timely, efficient, and equitable regulatory agency.

Legislative Update — Senate Committee Chair Torpedoes TSCA Reform Bill
Last Thursday, Senate Environment and Public Works (EPW) Committee Chairwoman Barbara Boxer (D-Calif.) unveiled her revisions to a bipartisan TSCA reform discussion draft. Boxer's proposed revisions included the full text of what EPW Committee Ranking Member David Vitter (R-La.) characterized as a confidential draft version of the TSCA reform bill that was still being negotiated.

Legislative Update — Congress Passes Funding Bill, Leaves Town for Elections
Last Thursday, the Senate approved the House-passed resolution authorizing the arming and training of Syrian rebels in language tucked in to a short-term funding bill to keep the federal government open. Both the authorization and the funding expire on Dec. 11, ensuring that Congress will revisit both issues when lawmakers return for a lame-duck session.

Regulatory Resources — OSHA Hazcom2012 Compliance
NACD staff recently spoke with the Occupational Health and Safety Administration (OSHA) Directorate of Standards and Guidance, Office of Chemical Hazards, to clarify compliance questions for chemical distributors. OSHA confirmed that the Hazcom2012 guidelines are product based and apply differently to manufacturing operations and traditional distribution operations.

OSHA Announces Top 10 Violations for 2014
National Safety Council via Chem.Info
The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) has announced the preliminary Top 10 most frequently cited workplace safety violations for fiscal year 2014. Hazard communication was second only to fall protection in the number of violations recorded.
