Regulatory update: NLRB delays implementation of union rights notice posting rule in face of lawsuits

On Oct. 5, the National Labor Relations Board announced a delay in the effective date of its notice posting rule from Nov. 14, 2011, to Jan. 31, 2012. The notice posting rule, published in the Federal Register on Aug. 30, requires employers to post a "Notice of Employee Rights Under the National Labor Relations Act" in their workplaces to inform employees of their rights to organize and join labor unions. The effective date delay is apparently in direct response to lawsuits filed against the rule. More

EPA issues SNURs for 36 chemicals

The U.S. Environmental Protection Agency has issued significant new use rules (SNURs) for 36 chemical substances which were the subject of premanufacture notices, requiring those intending to manufacture, import or process the chemical for an activity designated as a significant new use by the final rule to notify EPA at least 90 days in advance. More

The U.S. Environmental Protection Agency has issued a Determination of Acceptability notice to expand the list of acceptable substitutes for ozone-depleting substances under the agency's Significant New Alternatives Policy program. The determinations involve new substitutes for use in the refrigeration and air conditioning, solvent cleaning and fire suppression sectors. More

The Federal Bureau of Investigation's Weapons of Mass Destruction Countermeasures Unit will hold a series of Chemical Industry Outreach Days around the country through August 2012. The objective of the Outreach Days is to proactively counter the WMD terrorist threat. There are no registration fees for these events. The next Chemical Industry Outreach Day will take place in Indianapolis at the Indianapolis Motor Speedway on Wednesday, Nov. 2. More

Fueled by consumer concerns about exposure to toxic chemicals, state legislatures in 2011 have continued a trend of recent years by banning specific uses of certain compounds. Thus far this year, lawmakers in six states have adopted laws to restrict bisphenol A or a phosphate-based flame retardant, according to Safer States, a group that tracks chemical legislation in states. State regulatory update: California bans BPA in baby bottles and children's cups

California Gov. Jerry Brown has signed a bill into law to ban the manufacture, sale and distribution of bottles and cups made for children 3 years old and younger that contain 0.1 part per billion or more of bisphenol A. The law also requires manufacturers to use the least toxic alternative as a substitute for BPA. This action makes California the eleventh state to ban BPA in children's products. More

The Canadian Government has launched details of the next phase of its Chemicals Management Plan aimed at protecting the health of Canadian citizens. The announcement releasing new funding for the next phase which will focus on: Further improving product safety in Canada; completing assessments of 500 substances across nine categories including phthalates, primarily used in plastics; investing in additional research on endocrine disrupting and harmful substances including bisphenol A and flame retardants.
