Regulatory Update: EPA updates pesticide label review manual

The EPA's Pesticide Program has posted newly edited versions of Chapters 8 and 9 of its online Label Review Manual. Chapter 8 covers environmental hazards and provides the precautionary language informing users of the potential hazards to the environment from transport, use, storage or spill of the product. Chapter 9 deals with physical or chemical hazard statements that address flammability, explosive potential and precautions, as well as special hazard statements that are required for certain fumigants. In August, the U.S. Occupational Safety and Health Administration and the Society of Chemical Hazard Communication hosted a free webinar to help employers understand the requirements of the revised Hazard Communication Standard in the United States. Developed as part of OSHA's alliance with SCHC, the webinar explained changes to the HCS to align with the Globally Harmonized System of Classification and Labeling of Chemicals. OSHA has announced that the full webinar is now available for viewing by interested parties. More

    Domestic oil, gas driving U.S. manufacturing resurgence

    Leaders from business, manufacturing and chemical groups struggled recently to find superlatives big enough to describe the transformation in the United States' energy landscape amid an explosion in domestic oil and gas production. Sean McGarvey, the president of the AFL-CIO's building and construction trades department, said the surge of oil and gas being extracted from shale and other dense rock formations nationwide translates into jobs for the workers he represents. John Larson, a vice president at IHS Global Insight, described a "tsunami of production coming online" from the Bakken in North Dakota, the Eagle Ford shale in South Texas and other parts of the country. And American Petroleum Institute President Jack Gerard said a "revolution in shale energy" is giving an advantage to the western hemisphere and providing the U.S. with a new avenue to "heal our economy and put it back on track."     The energy outlook for the next two years is surprisingly diverse. Oil and its liquid derivatives will remain fairly high-priced, but natural gas will continue to cheapen, increasing the spread between the two fuels to unprecedented levels. Global oil prices have remained high because the increase in production is still fairly modest, roughly in line with demand gains. Natural gas prices, in contrast, have plummeted in North America.     Uneven signs of growth in the transport industry

    As the November 1 deadline looms for all Canada-bound loads to comply with Canada's eManifest program, the Canada Border Services Agency is urging carriers to get up to speed with the program before the new requirements go into effect. CBSA says there will be a period of informed compliance in effect until May 2013. More

    CARB serves notice with 4,000-truck inspection

    Coming on the heels of a 4,000-truck statewide inspection blitz, the California Air Resources Board says it hopes it sent a "clear message to truckers" about its clean air laws. Members of the California Highway Patrol, Caltrans and the California Department of Food and Agriculture inspected at 40 locations 4,053 trucks total in August for overall compliance to air pollution laws, including those requiring owners of certain model year vehicles to install diesel soot filters. More
