Legislative Update: NACD calls on Congress, president to reform entitlements

Last week, NACD joined nearly 231 other business organizations in sending a letter to Congress and President Barack Obama urging them to act to restructure the nation's entitlement programs, including Medicare, Medicaid and Social Security, in order to make them more financially sustainable.

The letter references the Congressional Budget Office 2012 Long-Term Budget Outlook, which projects that the federal debt will exceed 70 percent of the gross domestic product by the end of 2012, up from 40 percent in 2008.

On Thursday, November 29, the U.S. Environmental Protection Agency will host a webinar providing a debrief for the Chemical Data Reporting electronic reporting tool. The webinar will take place from 1 to 3 p.m. EST. During the webinar, EPA will present high-level statistics on the CDR reporting tool's performance based on information provided by the EPA's Central Data Exchange helpdesk. More

Regulatory Update: OSHA updates head protection standards

On Friday, November 16, the U.S. Occupational Safety and Health Administration published a final rule in the Federal Register to update the Head Protection Standards for general industry, shipyard employment, marine terminals, longshoring and construction. This is a confirmation of a direct final rule that OSHA issued June 22 to update the references in its standards to recognize the 2009 edition of the American National Standard for Industrial Head Protection and delete the outdated 1986 edition of that national consensus standard. Earlier in November, the U.S. Bureau of Labor Statistics released its annual report, Nonfatal Occupational Injuries and Illnesses Requiring Days Away From Work. The report found that the rate of nonfatal occupational injury and illness cases requiring days away from work to recuperate was 117 cases per 10,000 full-time workers in 2011, statistically unchanged from 2010. The report also found that the median number of days away from work was eight days, also the same as the previous year. More

    Obama re-election worries chemical industry

    The Department of Energy's National Renewable Energy Laboratory launched an online tool for fleet managers to evaluate the benefits of using alternative fuels. The Petroleum Reduction Planning Tool allows fleet managers to enter the specifics of their fleet and see how much petroleum they would save by using a variety of alternative fuels. More

    CARB posts guidance for electric standby, hybrid electric reefers

    The California Air Resources Board has posted Regulatory Guidance for Electric Standby and Hybrid Electric Systems for Transport Refrigeration Units. This guidance document explains requirements for the use of electric standby and hybrid electric systems as an option for compliance with California's TRU regulations' in-use performance standards. A TRU's compliance can be maintained beyond seven years if an electric standby or hybrid electric system is integrated into the equipment and used within the guidelines for an Alternative Technology. Also provided are specifications for businesses interested in providing electronic-tracking systems to affected TRU owners. More

    At the opening of the NAFTA 2.0 conference held in San Antonio, Texas, to commemorate 20 years since the signing of the North America Free Trade Agreement, San Antonio Mayor Julian Castro, along with leaders from Mexico and Canada, spoke of the vision for NAFTA into the future. The surprise of the evening though was Mexican Ambassador Arturo Sarukhan's announcement that in the next week, an announcement would be forthcoming from the Mexican government regarding the establishment of pre-inspection facilities in Mexico where goods entering that country headed for the United States would be inspected at these Mexican facilities and allowed to enter the U.S. without stopping at the border. More
