NACD Proposes Manufacturer Definition to Illinois EPA
In response to NACD's request for clarification on the definition of manufacturer, the Illinois EPA stated that distributors of perchloroethylene were intended to be exempt from proposed regulations under the Illinois Environmental Protection Act. NACD provided an alternative definition of "manufacturer" that would adequately exclude distributors engaged in repackaging, relabeling, and non-reactive blending of solvents.

House Seeks to Limit EPA 'Secret Science'
