Most consumers are confused about the provisions in federal health reform and are not aware of when those first provisions take effect, a state regulators'
survey indicates. The survey, prepared for the National Association of Insurance Commissioners, found that just 14 percent of participants correctly identified the Sept. 23, start date for those provisions when choosing among four dates.
