These personal service tips came from the Disney Institute, the low-profile consulting division of the Walt Disney Company. Desperate for new ways to connect with consumers, an increasing array of industries and organizations are paying Disney to teach them how to become, well, more like Disney. Revenue from the Disney Institute has doubled over the last three years, according to Disney, powered in part by its aggressive pursuit of new business. Pawnshops are seeing a national resurgence during the economic downturn, but some municipalities in New York's Lower Hudson Valley region are having a hard time seeing past the industry's image. Pawning has seen steady growth since 2007. That year, there were 6,700 pawnshops nationwide. As of January, that figure has climbed to 10,000, said Emmett Murphy, spokesman for the National Pawnbrokers Association. Troy, NY, pushing for pawnshop ordinance

It's already on the books in the city of Albany, N.Y., now leaders in Troy, N.Y., are considering an ordinance that will require any store buying second-hand merchandise to get background information on the seller. At the moment, there are no rules when it comes to selling merchandise to pawnshops or consignment stores in Troy. "If we get a call from a store employee, they take something in and they are suspicious, there's really nothing that guarantees that when the investigator gets there, there's going to be any record of that sale," says Troy Police Chief John Tedesco.

A pub landlord and his wife in England were forced to pawn their wedding rings in a failed bid to keep a city center bar open. The Beer House in Sunderland, has served up its last pint, less than a year after opening. Formerly The Central, it reopened in August last year after standing empty for more than two years. Attracting new commercial and real estate developers to Crystal Lake, Ill., does not include allowing pawnshops within city limits. The City Council has voted against allowing a new pawnshop in the recently improved Virginia Street Corridor, and council members scoffed at a proposed amendment to an ordinance that would have allowed pawnshops anywhere in the community.
