Heating oil tax mulled for efficiency effort

In 1999, Vermont lawmakers passed legislation that would give rise to an energy-saving program now regarded as a forerunner of the nation's efficiency movement. Soon, advocates will ask the legislature to do for heating oil what Efficiency Vermont has done for electricity. A report set to hit lawmakers' desks in January will promise $1.5 billion in avoided heating costs if Vermont can weatherize 80,000 homes by 2020. More

Applications for a federal program that provides winter heating assistance to low-income households in Rhode Island are being processed on an expedited basis after weeks of delays caused by software glitches, the state official overseeing the effort said. Oilheating and Cooling Professionals and Westchester, you should have received an invoice from the national office. That bill is for national and local dues. If you didn't receive it, contact Judy Garber and she will look into the matter.

When national creates its budget for the upcoming year, one of the line items is dedicated to chapters hosting their own education. They can use it for ongoing tech training, like the Bucks-Mont and Delaware Valley Chapters do, or they can host a local seminar.

Each chapter can tap into $800 per year plus $10 for each member in good standing. It functions similar to a co-op program. For example, you pay for a speaker — say $1,500 and charge your guests to attend. You can ask us to co-op expenses associated with the running the seminar using your funds. It is a win for all — localized education, potential to raise revenue by the chapter and the concern of losing money as a chapter is diminished.

At this time of the year, people consider what charities they might support. One charity you might consider is Oil Heat Cares Foundation. We are asking your help with collecting additional dollars that will be earmarked for Sandy repairs. We still have three seats available for the trip this year. We will depart Newark, N.J., on March 7 and head to Paris. There the group will get on a bus and be escorted to the Normandy region via Rouen. They will stay two nights have a guided tour of Normandy. Then off to Paris for two nights before departing by train Tuesday for Wiesbaden. The trip includes breakfast each morning and some dinners, plus travel insurance. US solar surges 44 percent in 3rd quarter driven by rooftops

Developers installed 684 megawatts of solar panels in the U.S. in the third quarter, 44 percent more than a year earlier, as residential projects rose to a record, according to the Solar Energy Industries Association. About 3.2 gigawatts of solar energy will be installed in the U.S. this year, the Washington-based trade group forecast in a recent statement. More
