Pondering Preschool
Bev Bos threw open the doors of her preschool and invited others to see how to do this right. I had the delight of attending her week-long "Good Stuff for Kids" conference in summer 2011, just before my new school opened. What a glorious week! I attended the conference with my friend Janise, also a preschool teacher, and devoured ideas and possibilities for my own classroom. Bev and her team showed us ways to set up classroom learning space so that children might easily explore and discover, demonstrated fun science and art activities that emphasized process not product, showered us with great new picture books for read-alouds, gathered us in sing-alongs, and shared so much insight and inspiration about being with children.

President Barack Obama said that tripling the maximum child-care tax credit up to $3,000 per child is a "good investment." Speaking at a town hall event in Charlotte, N.C., before a group of female bloggers, Obama said the proposal was included in his budget package. It "would translate to potentially an additional $900 a year for child care and that's going to make a big difference in a lot of families," he said, adding that it should be a top budget priority at the federal level.

While 64 percent of children from non-low-income families attend preschool in Silicon Valley, only 48 percent of 4-year-olds from low-income families do, according to two reports released in January by the Urban Institute, a think tank. The gap in preschool attendance is even larger for 3-year-olds. Forty-two percent of children from families earning more than 200 percent of the federal poverty guideline ($48,500 annually for a family of four) attend preschool in the two California counties that make up Silicon Valley, while only 24 percent of 3-year-olds from low-income families there attend preschool.

Special education spending for school aged-children would hold steady, but spending for infants and children under 5 would see a modest boost under the White House's proposed budget for fiscal year 2017, released on Feb. 9. Students ages 6-21 currently receive the bulk of federal special education dollars, and that wouldn't change under the proposed spending plan, which would hold overall special education spending steady at $11.9 billion, the same as the previous fiscal year.

In her just-released book, "The Importance of Being Little: What Preschoolers Really Need from Grownups" (Viking), noted early childhood educator and Silliman College associate master Erika Christakis argues that most of today's youngest schoolchildren are spending their critical early-learning years in environments that ignore or misunderstand their needs. A former preschool teacher and director who has taught at the Yale Child Study Center, she makes the case that "schooling and learning are often two different things."

Federal child care subsidies play a crucial role in the lives of low-income families, greatly improving access to care so that parents can work and attend school. For thousands of Americans with young children, child care costs hover at or near the top of their expenses. In about half of states, child care is more expensive than college tuition. With low adult-child ratios, safe facilities, appropriate environments, and qualified teachers, it's no surprise that even decent child care costs a significant amount of money. Without access to subsidies, thousands of parents would be unable to access care.

Jan, a teacher in a toddler classroom, takes out two baskets of blocks and brings them to the middle of the room. The children love to build, and within seconds there are eight toddlers surrounding Jan and the blocks-all shoulder to shoulder. After only a minute or so, one child grabs another's blocks. While the teacher encourages this pair to "be gentle," a similar battle breaks out between two other children. Adding to the ensuing chaos, a toddler who has been racing around the classroom suddenly crashes into the tower of another child who has been deeply involved in play.

This is a year of unexpected opportunity to strengthen early childhood programs and policy in California. Erika Christakis' new book, “The Importance Of Being Little”, is an impassioned plea for educators and parents to put down the worksheets and flash cards. Ditch the tired craft projects (yes you, Thanksgiving Handprint Turkey) and exotic vocabulary lessons, and double-down on one, simple word: Play. That's because, she writes, "the distinction between early education and official school seems to be disappearing." If kindergarten is the new first grade, Christakis argues, preschool is quickly becoming the new kindergarten. And that is "a real threat to our society's future."
