In March, Germanwings Flight 9525 cashed in the French Alps, killing all 150 passengers and crew members on board. Investigators later determined that the crash was deliberately caused by co-pilot Andreas Lubitz, who had a history of depression, reportedly exhibited suicidal tendencies and contacted a number of doctors for help in the weeks before the disaster.

Employee's positive return-to-duty drug test result warranted termination despite employer's use of low cutoff concentrations

A Texas oil refinery whose substance abuse policy said an employee "whose drug test is positive, regardless of the reasons for the test," would be considered in violation of company policy and "will be terminated from employment" meant what it said, a labor arbitrator has concluded. The policy, along with an agreement requiring that an employee seeking assistance for a claimed drug problem abstain from drug use, justified the discharge of an employee who tested positive for marijuana on a return-to-duty drug test, even though the cutoff levels for positive results were low.

The new portfolio app can be accessed on an iPad via the app store, or can be accessed from a Web browser on any desktop, laptop or tablet device. The DRDP (2015) Portfolio App is designed to assist teachers in organizing documentation for the DRDP (2015). The ability to upload and save different forms of evidence in one place enables teachers to stay organized and save time. The app is free of charge and is now available for download on your iPad in the app store. To download the app, click on the App Store app from your iPad home screen, use the Search feature to find the DRDP (2015) Portfolio App, and select GET to install. To access the app on your desktop, laptop, iPhone or Android device, simply go to www.drdpapp.org.

*Please note that the DRDP (2010) and DRDP (2015) apps are completely separate applications. You will be required to start as a new user with the DRDP (2015) Portfolio App.

Obama administration makes push for preschool inclusion

Federal officials say that all children with disabilities should be able to attend preschool alongside their typically-developing peers. Nearly four months after requesting public feedback on the issue, the U.S. Departments of Education and Health and Human Services are jointly issuing guidance to states, school districts and early childhood providers urging them to make a place for kids with special needs. "As our country continues to move forward on the critical task of expanding access to high-quality early learning programs for all children, we must do everything we can to ensure that children with disabilities are part of that," U.S. Secretary of Education Arne Duncan said in announcing the effort this week during his annual back-to-school bus tour.

Study finds children eat healthier at daycare centers than at home

A recent study conducted by researchers at Cincinnati Children's Hospital Medical Center has found that preschool age children are consuming more calories and fewer fruits, vegetables and milk outside of child care centers than what is recommended by the USDA's Child and Adult Care Food Program. Based off of guidelines from the Academy of Nutrition and Dietetics, children who attend full-time child care are to receive one-half to two-thirds of their daily nutritional needs while attending a child care facility, leaving about a third to one-half of their total calories to be consumed away from child care.

Because talk is vital to a child's brain development, says Dana Suskind, who found her passion for literacy in an unlikely place: the operating room. As a surgeon, Suskind performed cochlear implants at the University of Chicago. The implant is a remarkable marriage of medicine and technology that can help even profoundly deaf children hear. But Suskind noticed that her young patients went on to develop language skills at wildly different rates. Some reached or surpassed grade level. Some didn't. Why?

'Ready for success' begins with early learning

Cecilia Muñoz, the director of the White House Domestic Policy Council, writes: "Every year, back-to-school time can be a period of great expectation and excitement for students, educators, and families, so when Education Secretary Arne Duncan asked me to join him on his sixth annual 'Ready for Success' back-to-school bus tour, I jumped at the opportunity. The first stop on this five-day trek across seven states was the Woodland Early Learning Community School in Kansas City, Missouri. Located within a mile of five public housing developments, Woodland provides more than 300 3- and 4-year-old children, many of whom are from low-income or immigrant families, with high-quality early education."

California legislature passes big public preschool bill, doesn't fund it (yet)

The California legislature passed what could be landmark preschool legislation, when it sent a bill to Democratic Gov. Jerry Brown that would expand the state's preschool program to all of its low-income 4-year-olds. California's preschool program isn't new. It's been around for 50 years, said state Assembly member Kevin McCarty, a Democrat and sponsor of the preschool bill. But funding for the program has rarely, if ever, been sufficient to enroll all of the children who qualify to attend it.
