PACE
In 2016, a child care and early education survey was put out to our field asking for data that would support field efforts to realize 12-month eligibility for families, an increase in the State Median Income and an increase in funding for child care and early education.
In large part due to the data collected from our field, we were able to make those efforts a reality when the 2017-2018 budget was enacted. However, our work is far from over.
This year, the following partners California Alternative Payment Program Association, California Child Development Administrators Association, California Child Care Resource and Referral Network, Child Care Law Center, Northern Directors Group, and Parent Voices, are again asking for your help in completing a survey that will allow us to collectively be strategic in our "asks" for 2018 and build upon the momentum we have experienced.
We would like to thank, in particular, Dr. Susan Savage of Child Care Resource Center, Dr. Susan Roll of Chico State University, and PhD Candidate Laura Pryor of Child Care Law Center for their input on survey design.

In what would be a significant shift from Gov. Jerry Brown's position on early education, the four leading Democratic candidates running to replace him next year say they are committed to offering universal preschool in California. Under Gov. Brown's watch, California has increased the number of subsidized preschool and child care slots, as well as access to an early kindergarten grade called transitional kindergarten for some 4-year-olds. But much to the frustration of early education advocates, Brown has rejected pressures to expand preschool to all low-income 4-year-olds, mainly citing the costs of such an expansion as the major impediment.

About 62 percent of parents say it's difficult to find childcare options that meet all of their standards, and only about half were very confident that they could tell if a childcare option was safe and healthy, according to the C.S. Mott Children's Hospital National Poll on Children's Health at the University of Michigan.

The United States is woefully behind the rest of the industrialized world when it comes to early childhood education. A 2016 study found that out of 36 countries, the U.S. ranked 29th in enrollment rates for its 3-year-olds and 4-year-olds. In 2014, only 42 percent of 3-year-olds and 68 percent of 4-year-olds were enrolled in ECE or preschool programs in the U.S. In comparison, France, Belgium, Israel, Spain, Norway, Germany, Sweden, and Italy all have enrollment rates of 90 percent and above for both age groups.
